2016년도 새해 벽두에 대한민국을 시끄럽게 할 만한 주요 이슈 가운데 하나가 바로 전라북도 익산에 들어설 예정인 할랄(Halal) 식품공장 건립에 관한 것이었다. ‘할랄’은 이슬람에서 ‘허용된 것’을 의미하고 ‘하람’(Halam)은 ‘금지된 것’을 의미한다. 익산시는 약 5조원의 예산을 들여서 할랄식품을 생산하는 공단을 만들겠다고 발표했는데 이는 박근혜 대통령이 2014년 아랍에미레이트(UAE)와 맺은 MOU에 근거해서 진행되는 것이다. 이에 대해서 기독교를 중심으로 한 사람들이 할랄식품 공장이 이슬람 테러리스트들의 근거지가 될 가능성이 높으므로 당장 중단해야 한다고 주장하고 있는 반면 정부는 이를 부인하고 있다. 한편 우리나라에서는 최근 할랄식품의 유익성에 대한 홍보와 연구가 증가하고 있다. 무슬림 수의 증가에 따라서 각국의 산업체들은 그들을 향한 각종 음식 및 음료, 식품 등을 개발해서 생산함으로써 경제적인 면에서도 상당히 매력이 있는 블루오션(blue ocean)으로 여기고 많은 관심을 기울이고 있다. 할랄 인증의 경우 획득하기 까다롭지만 한번 받게 되면 전 세계 식품시장의 16%인 할랄식품 시장에 진출할 수 있다는 장점이 있어 대기업 및 중소기업들의 관심이 높다. 현재 할랄식품 시장의 규모는 약 1조 달러로 추정되는데 그러다보니 각국이 18억 무슬림을 향한 할랄식품 시장에 앞 다투어 뛰어들고 있는 형편이다. 그러나 경제적인 측면과는 달리 그리스도인으로서 이슬람의 할랄식품을 바라보는 시각은 매우 다르다. 할랄식품은 단순한 식품을 넘어서서 이슬람의 종교적 가치와 그들의 신앙고백이 담겨있는 매우 ‘종교적인’ 표현의 한 방법으로서 할랄공단 건립 수용에 신중을 기해야 한다는 입장이다. 장훈태는 할랄식품의 확산이 무슬림의 세계화에 기댄 극단주의의 발흥의 한 가지 통로로 보고 있다. 즉, 경제적인 이득을 전제로 한 할랄식품 공장의 건립과 같은 것들은 이슬람의 세계화의 한 단계이며 이것은 결국 이슬람을 안정적으로 정착을 시키는 도구로 사용될 것이라고 보았다. 이는 뉴욕의 9.11테러나 영국의 지하철 자살테러와 같은 사건이 일어날 확률이 높아지게 될 것이라고 보는 것이다. 이 글은 이슬람의 ‘할랄’ 규정에 대하여 소개한 후 왜 이슬람이 한국에 할랄식품 공장을 지으려고 하는지 이슬람의 속내를 살펴보고, 이에 대한 가장 적절한 대응이 무엇인지를 살펴보고자 한다. 마지막으로는 할랄식품 공장 건립과 같은 문제 앞에서 기독교가 더 효과적으로 여론을 형성하고 국민들의 지지를 받기 위해 어떻게 해야 할 것인가에 대한 제안으로 구성되어 있다.
Recently the Korean government announced the construction of a Halal foods complex in the city of Iksan. They neither deny nor affirm that plan. When they announced the subject, their concern was only financial benefit rather than religious implications. However, all Christians in Korea must understand the strategy of the Muslims through this food complex. Korea is regarded as one of the most difficult countries to evangelize for Islam because of the strong Christian influence in society. Therefore they decided to choose a method through Halal. Halal mean ‘arrowed’ according to the Koran. Allah separated food into two kinds; one is ‘arrowed (Halal)’ and another is ‘forbidden (Haram).’ Muslims must only eat Halal. So Halal is their religious food even though they deny this fact. This article’s aim is to introduce Halal food and its meaning, the Muslims’ strategy and our response against it. In the first chapter, I referred to Halal with its meaning and different kinds of Halal food, and which are trustworthy. And then in chapter II, I described the strategies of Islam through the Halal complex in Korea with three kinds of different analysis. In chapter three I wrote on the ways to protect the spreading of Islam in Korea by emphasizing teaching on Islam. And in conclusion I defined my article within a few lines and suggested the ways to influence Korean society as a Christian from my perspective. All Islamic communities have consensus in Jihad to take over other religions and territories. To do that, they are becoming modernized and using global methods. Halal food is one of those schemes. Therefore, we have to know the spiritual meaning and goal of the construction company in Korea. If we do not create plans to protect it, Korean society is going to fall into chaos with Muslims.
