현행 보세구역 중 보세공장 제도 개선을 위해 미국, 일본, EU 등 주요국의 보세공장제도 운영 사례 살펴봄으로써 제도개선 방향에 대한 시사점을 얻었다. 또한 수출입 진흥제도로서의 보세공장과 수출용원재료에 대한 환급제도 등에 대한 WTO 보조금 협정 및 Kyoto 협약 등의 관련 규정 검토하였다. 국내 보세공장 운영 현황을 간단히 파악하여 그동안 개선활동 주요 내용도 살펴본 후 제도 개선방향을 간단히 제시하였다. 또한 FTA 확대에 따른 대응을 위한 보세공장 특허 대상 확대를 위해 생명공학산업 등 신성장․신생산업 부문 보세공장 허용을 위한 근거를 살펴보았다. 보세공장의 세부운영방안 제시와 법령절차에 관한 검토를 통해 보세공장 지정요건, 적용대상, 품목선정, 관리 절차 등 관세제도의 세부운영에 대한 개선방향을 검토하였다. 보세공장 보세화물 관리 효율화 방안은 동일 법인이 소유한 수개의 보세공장을 효율적으로 관리할 수 있도록 위험관리 기법 등에 연구를 바탕으로 단일보세공장 제도를 통한 보세화물 관리 혁신 방안도 제시될 수 있을 것이다. 정보화 환경을 활용하여 보세공장의 ERP 정보를 활용에 구체적인 표준서식과 처리절차에 대한 정보처리 절차를 개선방향을 연구함으로써 보세공장의 입출고, 재고관리 등을 실시간으로 전체 화물의 흐름을 적정하게 점검하며 통합관리할 수 있는 세관행정절차 간소화로 보세공장과 세관인력 낭비요인을 없애는데 기여할 수 있을 것이다.
This study draws the suggestions for the institution improvement direction, by examining the operation examples of bonded factory system of main countries such as U.S., Japan, EU, etc. to improve the current bonded factory system among bonded areas. This study also examined the related regulations of WTO subsidiary convention and Kyoto convention regarding "the bonded factory" and "the drawback system of customs duties. etc. levied on raw materials for export" as the systems for the promotion of import and export. A brief system improvement direction is suggested after reviewing the main contents of improvement activities achieved so far, by grasping the current operation situation briefly. Further, examinations on the theoretical grounds are made for the allowance of bonded factory in the area of new growth․newly emerging industry such as biotechnology, etc. to expand the objectives of bonded factory license in order to meet the extension of FTAs. And this study examines further the improvement direction on the detail operations of customs institution such as conditions for designation, applying objectives, commodity selection, procedures for management, etc. of bonded factory, by suggesting the detailed operation schemes of bonded factory and looking into the procedures of laws and regulations. To suggest the detailed schemes for the efficient management of bonded cargo of bonded factory, a plan for the management innovation of bonded cargo through "single bonded factory system" to efficiently manage the several bonded factories which are owned by the same corporation can be suggested on the basis of the study on Risk Management technique, etc. This study will be able to contribute the reduction of the wasting factors of bonded factory and customs man-powers through the simplification of customs administration procedures which contains the realtime checking of the flow of total cargoes, such as the storage in, and delivery from, warehouses, inventory management, etc. and the integrated management, by scrutinizing the improvement direction of detailed standard forms and information processing procedures utilizing ERP information of bonded factories as the informatization system.
