우리나라 관세청은 외국인 투자 유치와 무역 증진 등 경제 활성화를 유도하기 위해 종합보세구역제도를 운영하고 있다. 속초항은 지난 10년 이상 동안 운영되던 백두산항로가 중단되었고, 지역의 중심산업인 수산업은 수산자원의 고갈로 피폐해지고 있으며, 관광산업 또한 금강산 관광중단 등으로 지역경제의 악순환이 반복되고 있다. 이에 본 연구에서는 속초항과 배후산업단지를 종합보세구역으로 지정하여 중국 동북3성, 일본 서안지역, 러시아 극동지역과 교역을 통한 글로벌경쟁력을 도모하고자 한다. 결론적으로 글로벌 개방공간이 부족하고, 인프라가 불충분하여 항만과 배후산업단지가 발전하지 못하는 속초지역을 종합보세구역으로 지정하여 인근 국가의 경제특구와 연계전략을 통한 교역활성화, 공간개방의 확대를 통한 수출입기업의 경쟁력확보, 속초항의 활성화 전략을 제시하는 것이다.
