수출입 계약, 운송, 보험, 수출입통관, 수출입 화물관리 등에 공통으로 사용하는 관세율표와 HSK의용어와 내용에 대한 번역이 정확해야 한다. 관세율표는 HS협약에 의해 국제적으로 사용하는 것이기 때문에 한글화 번역(HSK의 경우 영문 번역)에 오류가 있으면 분쟁의 소지가 발생한다. 번역 누락, 이해하기 어려운 용어,다른 품명으로 오해하는 용어,번역 오류, 업계와 학계에서 잘 사용하지 않는 용어 등의 개정이 필요하다. 관세율표와 HSK의 개정은 관련 국가기관, 공공단체, 학계, 산업계의 의견을 반영하여 개정이 필요하다. 관세율표와 HSK의 개정의 기대효과는 다음과 같다. 첫째로 번역 오류의 수정 내용은 관세율표 및 관세통계통합품목분류표(HSK)에 반영되어 관련 법규의 기준이 될 것이다. 둘째로 민원 및 이의제기, 행정쟁송 등 분쟁 소지를 사전에 방지할 수 있을 것이다.종국적으로 관세율표와HSK를 통한 민원 및 이의제기, 행정 쟁송 등 분쟁의 소지를 사전에 예방함으로써 관세행정의 신뢰성 및 효율성 제고에 기여한다. 셋째로 FTA 품목분류 정확성의 제고로 FTA특혜관세 활용도 및 사후 검증 신뢰도를 제고시켜 줄 것이다.
Accuracy of translation of terms and contents of Customs Tariff and HSK, which is used commonly in import and export contract, transportation, insurance, import and export clearance, import and export cargo management, etc., is of fatal importance. There will be rooms for incessant disputes if the translated outcome of Customs Tariff into Han-Gul contains errors, for it is internationally commonly used by HS Convention. In this regard, revisions to omissions, errors, and uninterpretable, misunderstandable and unfrequently used terms, etc. will be necessary. And the revisions will have to be achieved by considerately reflecting the opinions of related governmental authorities, public organizations, academic and industrial communities. Effects of the revision of Customs Tariff and HSK can be expected and enumerated as follows : Firstly, the revised contents will act as the standard of related laws and regulations, the revision of translation errors being reflected in Customs Tariff and Combined Tariff Statistical Nomenclature. Secondly, the revised contents will act as the principal instrument for preventing the disputes such as public petitions, formal objections, administrative litigations, etc., and this, in turn, will eventually result in the contribution to the promotion of reliability and efficiency of Customs Administration. Thirdly, it will improve the degree of utilization of FTA preferential tariff and degree of reliability of origin verification, by promoting the accuracy of FTA commodity classification.
