본고는 비전통안보를 둘러싼 동북아시아 지역의 갈등과 협력양상, 그리고 그 전망을 살펴봄으로써, 향후 역내 안보레짐의 발전가능성과 과제에 대해 고찰하고자 한다. 우선 21세기 지구촌 안보에 있어 주요한 한 축으로 자리매김한 비전통안보의 개념과 특성에 대하여 살펴보고, 다음으로 동북아에서 진 행되고 있는 전통안보와 비전통안보 관련 이슈와 다자간 협력과정 및 그 한계점을 고찰한 후, 협력의 가능성을 전망한다. 기후, 자원, 보건, 경제문제 등 지구촌 위협요인 이 다양화되면서 국가를 중심으로 한 전통적인 군 사안보만으로는 개인의 안전과 복지를 보장할 수 없다는 인식이 증대하게 되었고, 이를 반영하듯“누 구를 위한 안보인가”라는 질문과 더불어 인간안보 및 비전통안보 개념이 국제사회의 주요 쟁점으로 부상하였다. 이와 같이 포괄적이고 심층적인 안보 문제를 다루기 위해서는 국가 위주의 사고방식과 양자관계 중심의 국제관계에서 탈피하여 국가들의 공동노력을 통한 문제관리가 요구된다. 특히 비전 통안보문제는 많은 경우 한 국가 내부의 문제이자 동시에 초국가적 의제이기 때문에 그 대응책마련에 유관 국가들 및 국제사회의 적극적인 참여와 긴밀 한 협의가 필요하다. 이러한 맥락에서 본고는 동북 아에서의 안보레짐 형성을 위한 도전과 기회요인에 대해 살펴보고, 비전통안보협력의 활성화를 위한 과제에 대해 논의하고자 한다.


The concept of “ontraditional security”NTS) has gained increasing importance as the post-Cold War international community has begun to recognize that the promotion of security requires not only the maintaining of territorial and military security but also safeguarding of individuals or groups from all threats including unconventional, non-military risks both at the inter-and intra-state levels. Northeast Asian countries also have begun to recognize the significance of nontraditional, low-politics issues in promoting regional security, although traditional security concerns still dominate the agenda of the governments in the region. Still, promoting regional economic cooperation has been difficult because each nation is at a significantly different stage of economic development and liberalization. Furthermore, no regional institution has yet taken on any central coordinating responsibility in East Asia. Despite increasing regional dialogues at the governmental and nongovernmental levels in recent years, the level of multilateral collaboration?in Northeast Asia in particular? has not progressed beyond the level of exchanging information or agenda setting for a regional multi-governance mechanism both for traditional and nontraditional security management. There have been few concrete regional regulatory policies and standards. Then how can Northeast Asian countries promote and institutionalize regional cooperation? Can multilateral cooperative endeavors in nontraditional or ‘oft’security issues among the countries in the region serve as a catalyst or at least supplementary impetus for the establishment of regional confidencebuilding? In light of these inquiries, this paper is to explore the possibilities and ways of advancing Northeast Asian cooperation in the area of non-traditional security.
