The purpose of this study is to investigate the reality and developmental policy of the youth shelters. To achieve it, we have surveyed 21 the youth shelters among 31 in Korea, and studied related literature. The major function of the youth shelters is temporary residence for the runaway youth. The youth shelters have achieved major functions since 1992. But, they have many problems. Because the institutional supports about the youth shelters is not sufficient. The results of this study were as fellows: increase of the youth shelters and group homes, standardization of the youth shelters, specialization of the youth workers, sufficient budget, cooperation of delivery system, and establishment of synthetic supportive center for the runaway youth.
