The purpose of this study is to develop an identification model for gifted students of English based on class observations and nominations. The definition, issues and methods of identification were examined to achieve the research goal. The concept of ‘gifted’ is not an absolute and concrete reality but a social and psychological construct relatively referring to preeminent persons compared with their peers. As the definition of ‘gifted’ has an effect on selecting the students deemed gifted, considering the aims of gifted education, and the programming of gifted education, it is justified that each educational institute of gifted education should have its own definitions of the basis for being gifted on multi-dimensional talents. In conclusion, the running and implementation of the observation and nominations can be varied by different school settings or teacher's perspective. And also follow-up studies to enrich and generalize the identification tests and observation tools are certainly needed. To accomplish successful settlement of the of the observation and nominations, it is important that teachers should cooperate with each other in doing the work, and students should know about the goal and the steps of the identification process prior to identification and follow-up studies to apply for other foreign language gifted child are needed.
