오늘날 공공조직이나 민간조직 모두 조직의 목적을 효과적으로 달성하기 위해서는 인적자원의 효율적 관리를 중요하게 여긴다. 그 중에서도 경찰과 같은 계급으로 구성된 조직에서는 승진제도의 운영이 큰 비중을 차지한다. 승진제도가 잘 운영될 경우 조직구성원 모두가 사기가 높아져 조직의 목표달성을 위해 최선을 다하겠지만 그렇지 못할 경우 내부 불만이 높아져 조직의 목표달성에 상당한 지장을 초래할 수 있기 때문이다. 본 연구는 이런 점에 중점을 두고 현행 경찰승진제도의 실태를 분석하여 문제점을 도출하고 그 개선방안으로 다음과 같은 점을 제시하였다. 첫째, 시험제도의 효율화 방안으로는 업무실적과 연계된 시험승진제도 운영을 위해 근무성적평정의 일정 점수 이상을 획득한 자에게만 시험을 볼 수 있도록 하는 것과 5단계나 되는 시험승진 범위를 경위와 경정승진 등 2단계로 축소하는 것 그리고 시험과목의 축소와 시험시기를 연초보다는 그 이후로 조정할 것을 제시하였다. 둘째, 심사승진의 효율화 방안으로는 공정한 근무성적평정을 위해 첩보성적 평가의 공정한 운영 및 3차 평정자의 배점항목을 없애고 1,2차 평정자 배점점수를 상향조정하는 것, 승진심사위원회의 실질적 권한 부여, 그리고 심사대상자를 2배수로 압축하는데 사용하는 7개 항목 가운데 형식적인 항목들을 없애고 실제적인 새로운 항목을 신설할 것을 제시하였다. 셋째, 특별승진의 효율화 방안으로는 특별승진제도 취지를 살리기 위한 엄격한 공적심사, 주공적 · 부공적 판별이 어려운 경우 등에 대한 제도적 장치 마련하여 특별승진제도 운영, 일반행정유공 등으로 특별승진하는 경우 축소 · 제한 할 것 등을 제시하였다. 마지막으로 근속승진의 효율화 방안으로는 업무실적과 연계한 근속승진제도의 운영, 계급별 전체승진인원에서 근속승진인원 일정비율로 축소하고 그 인원만큼 심사 · 시험 · 특별승진인원으로 할당하여 운영할 것, 그리고 경위근속 승진자에 대한 합리적 근무배치 방침제정 등을 제시하였다.
