경찰은 ‘사회공공의 안녕과 질서유지 및 위험방지를 위하여 국가의 일반통치권에 의거하여 국민에게 명령강제 하는 권력적 작용’이라는 실질적 의미의 경찰개념 자체에 강제적이고 권력적으로 시민들의 재산권 행사와 자연적 자유를 제한한다는 의미를 내포하고 있다. 따라서 경찰은 경찰권의 집행과정에서 갈등의 소지가 있고 이에 대한 시민들의 반발의 강도 역시 높게 나타난다. 하지만 경찰활동의 성패는 경찰정책내용과 정책결정 및 법집행에 의해 결정되기도 하지만 최종적으로는 경찰활동의 대상자인 시민들의 행위 결과인 순응과 불응에 달려 있다고 할 수 있다. 최근 일부 시민들이 왜곡된 인권의식으로 법을 준수하지 않고 경찰에 법집행에 불만을 제기하며 저항하거나 정당한 공무집행을 방해하는 사건들이 빈발하고 있고, 이를 우려하는 목소리가 점차 확산되고 있으며, 이에 대한 시민들의 순응도를 제고하기 위한 다각적인 노력이 필요한 시점이다. 이 연구에서는 시민들의 경찰에 대한 이미지와 법집행 순응도를 측정해보고 법집행 순응도에 영향을 미치는 요인들을 실증적으로 검증하여, 그 연구결과를 토대로 경찰이미지 향상 방안 및 시민들의 법집행 순응도 증진을 위한 방안을 모색하고자 하였다. 선행연구의 검토를 통하여 경찰에 대한 인지적 이미지로 민주성, 정치적 중립성, 청렴성, 봉사성, 공정성, 투명성, 신뢰성, 전문성 등을 독립변수로 선정하였고, 법집행 순응도를 종속변수로 선정하였으며, 조사대상으로는 서울지방경찰청 산하 31개 경찰서 민원실 서비스를 이용한 주민을 대상으로 하였으며, 각 경찰서 별로 20명씩 총 620명을 선정하였다. 실증분석 결과, 경찰의 이미지의 하위변수 중 공정성, 신뢰성, 청렴성, 투명성 순으로 법집행 순응도에 유의한 영향을 미치는 것으로 나타났다.

The purpose of this study is to review the Citizen's Image toward the Police and Compliance to Law Enforcement. This study explored the factors influencing Compliance to Law Enforcement. The Citizen's Image toward the Police and Compliance to Law Enforcement has been measured. So, the ultimate purpose of this study is to suggest the ways for improvement of Citizen's Image toward the Police for the police. The methodology used in this study is based largely on the image model. Independent variable comprises 7 categories; 'Fairness', 'Trust', 'Integrity', 'Transparency', 'Democracy', 'political neutrality', 'service'. Dependent variable is 'Compliance to Law Enforcement' 620 peoples from people who visited Police Civil Administration Service Center in Seoul Metropolitan Policy Agency was selected as subjects and 557 peoples among them responded to the survey and used 519 people's response in actual analysis. Here, statistical techniques such as step wise multiple regression, crosstabs, anova and frequency are used in data-processing with SPSS for Windows 14.0. This study found that a 'Fairness', 'Trust', 'Integrity', 'Transparency' was the important factor affecting Compliance to Law Enforcement. In the conclusion, policy implications for developing an effective the fair and responsible police strategy and Necessity of training program are discussed.
