경찰교육훈련이란 경찰의 직무수행에 필요한 지식과 기술을 습득시키고 가치관과 태도를 발전적으로 변화시키고자 하는 제반의 활동을 말한다. 이러한 경찰교육훈련 중에서도 신임순경의 교육훈련은 최일선에서 시민과 대면해야 하는 순경의 가치관과 직업윤리의식을 형성시켜준다는 측면에서 다른 어떤 교육과정보다 더 중요하다고 볼 수 있다. 하지만 현재 우리나라의 신임순경의 교육을 담당하는 중앙경찰학교는 짧은 기간 내에 수많은 교과과정을 이수해야 하고, 형식적인 평가로 인한 부적격자 배제가 이루어지지 않고 있으며, 형식적인 현장실습 교육으로 그 효과성을 담보하는데 많은 어려움이 있다. 이러한 문제를 개선하기 위해서 무엇보다 필요한 것은 교육기간의 연장이다. 즉 신임순경의 교육기간을 52주로 연장하여 실습을 강화하고 첫 4주간을 가입교 기간으로 설정하여 적격성 여부를 심층적으로 심사케 할 필요가 있다. 또한 FTO 프로그램의 도입으로 현장실습을 강화하고 이 과정에서도 부적격자를 배제해야 한다. 더불어 다양한 교육기법을 개발하고 인성교육을 강화하여 경찰관으로서의 올바른 직업관을 확립시키도록 해야 한다. 다음으로, 교육생의 신분상의 문제를 해결하기 위해서는 시보임용 시점을 현행 보다 앞당겨 현장실습을 나갈 때는 시보임용이 된 상태에서 교육하는 방안을 고려할 만하다. 한편, 열악한 교육환경 개선을 위해 현행 16인 1실의 생활실을 8인 1실 수준으로 낮추고, 강의동 추가증축 및 교육기자재 확충을 통해 교육 만족도를 제고해야 한다. 또, 우수교수요원 확보를 위해 다양한 혜택과 지원이 부여되어야 할 것이다. 끝으로 이상의 개선방안들이 실질적으로 이루어지기 위해서는 무엇보다 예산의 확보가 가장 중요한 사안이다.
Police education and training are various activity that let police officers acquire knowledges, skills and change his or her own sense of values and attitude. Among the police education and training programs, Police cadets' education and training programs are the most important than any other programs. Because, police cadets' education and training programs make police cadets who meet citizens at the front line form his or her own sense of values and awareness of professional ethics. However, the training system of National Central Police Academy that takes whole charge of police cadets' education and training has problems which are mastering grounding knowledges in only six months, exclusion of a person disqualified for becoming a police is not done through formal estimation. The most important thing to improve these problems is the extension in educating hours. Which means, extending of training time for newly appointed police officer to 52weeks, just like those of the police cadets' intensifying practical training. Setting first 4weeks as the period of pre-entrance of the school, judging whether they are eligible or not. Also, intensifying practical training and cutting off the disqualified ones by introducing FTO program. Moreover, with developing variety of educating methods and intensifying humanity education so that they can establish appropriate job view as a police officer. Next, to solve the problem of identity of people being trained, we can consider advancing the date of appointment so that the educations can be done while appointment is already made. Mean while, to improve the poor educating environment, we have to make room with 16 people to 8 people and through amplifying education materials, students' satisfaction must be considered. Also, there should be lots of supports and benefits given to achieve superior professors. Amplifying of enough budgets is the most important thing to be done to carry out the improvement plans listed above.
