국내체류 외국인 노동자들은 교통이 편리하고 주거비가 비교적 싼 대도시 주변과 주요 공단지역 주변을 중심으로 밀집지역을 형성하여 거주하고 있다. 이들은 국내 노동시장의 인력난을 해소하는데 기여하기도 하지만, 취약한 국내 노동시장을 더욱 악화시키고, 자생적 범죄조직들에 의한 다양한 범죄를 유발시켜 치안수요를 촉진시키기도 한다. 국내체류 외국인 범죄는 1990년대만 하더라도 불법체류자에 의한 출입국범죄가 대다수를 차지했으나, 이제는 외국인밀집지역을 중심으로 다양한 국적의 외국인범죄가 흉포화․지능화․광역화되는 등 사회문제로 급부상되어 치안수요를 촉진시키고 있다. 이러한 문제의식 하에 이글은 외국인밀집지역의 외국인범죄와 외사경찰 수사의 문제점을 분석한 후, 외사경찰조직 재편, 외사경찰 인력 확보, 국제범죄수사대 정착 지원, 통역지원체계 인프라 구축 등과 관련한 효율적인 치안확보방안을 미시적으로 제언하였다.
A domestic foreigners live in cheap a big city which have convenient traffic. They have been contributed to the labour market in the past but it causes the diverse crime within the society therefore it makes the police system more important. An illegal immigrant had a problem in 1990 but now days domestic foreigners in the diverse background of nationality cause the criminals in the center of populated area of foreigners. There is an importance of police academy for citizen and the safety of community. It is important to cooperate by community, citizen, volunteers and private security with a partnership. An object of this study present satisfaction of training of police and make clear a developing plan positively. This paper will analysis international investigation police reorganization, workforce, support of international investigation criminal, workforce police secure, interpretation and so on.
