제주특별자치도는 우리나라를 대표하는 관광도시이다. 이를 증명하듯 전체수입의 46% 이상을 관광수입에 의존하고 있다. 최근 한류열풍과 더불어 세계 7대 자연경관 선정, 유네스코 세계자연유산 등재 등으로 내국인은 물론 외국인 관광객이 급증하면서 더욱 관광중심도시로 거듭나고 있다. 그러나 이러한 관광객의 급증은 긍정적인 결과만을 가져온 것은 아니다. 급격한 관광산업의 발달과 급증한 관광객의 유입은 무질서를 야기하였고 자연히 범죄도 증가시켰다. 이에 본 논문은 관광산업의 발달에 따른 관광관련 범죄의 예방과 진압 그리고 관광지 내 질서와 치안을 유지하기 위한 전략으로 관광 지향적 경찰활동을 논의하고 제주특별자치도 내 지역사회 경찰활동의 전략으로서 관광 지향적 경찰활동을 제시하는 것을 목적으로 두었다. 이에 따라, 본 논문에서는 유동인구를 효율적으로 통제하기 위해 관광산업에 종사하는 사람들을 활용하는 연계체제를 전략으로 제시하였으며, 두 번째로, 특정관광시설에 치안정보수집과 협력체계를 제시하였다. 세 번째로, 관광객에게 치안서비스를 제공하기 위한 태도에 대하여 논의하였고, 네 번째로는 관광 지향적 경찰활동과 지역사회 경찰활동의 균형을 유지시킬 수 있는 전략을 제시하였다. 마지막 다섯 번째로는 관광 지향적 경찰활동을 통해 관광객이 문화의 이질적 차이를 극복함으로써 갈등을 해소할 수 있는 관광 지향적 경찰활동의 전략을 제시하였다.
Jeju Self-governing Province is a tourist city most famous in Korea. 46% of all income comes from tourism to prove this. The number of domestic as well as international tourists surged helped by recent Korean-wave as well as selection as World Top 7 Natural Views, listed as World Natural Heritage by UNESCO and the city once again become a tourism-oriented city. However, this surge in tourists did not always bring positive result. Rapid development of tourism industry and inflow of vast number of tourists caused disorders and also significantly increased crimes. Thus, this paper is aimed to present tourism oriented police activities as a part of police activities in local community within Jeju Self-governing Province and to discuss about tourism-oriented police activities as a part of strategy to prevent and control tourism related crimes and to maintain order and security. The paper, for this, presented a system of linking those in tourism industries together to effectively control tourists as a strategy. Secondly, the paper proposed collection of security information from specific tourist locations and cooperation system. Thirdly, the paper discussed about attitudes to provide security service to tourists and fourthly, proposed a strategy to maintain balance between tourism-oriented police activities and local police activities. Lastly, the paper proposed a strategy for tourism-oriented police activities to resolve conflicts by overcoming cultural differences for tourists through tourism-oriented police activities.
