오늘날 복합적으로 얽혀있는 다양한 범죄문제에 대해 전통적인 법집행 방식만으로는 효율적으로 대응하기 어렵다. 그래서 선진국들은 치안활동에 공공경찰의 한계를 인식하고 다양한 민간분야와의 협력을 강조하고 있다. 우리나라에서는 박근혜 정부이후 정부 3.0이란 개념을 사용하면서 부처 간 칸막이를 없애고 상호협력과 소통을 통해 정부가 제공하는 서비스를 향상시키려고 하고 있다. 치안활동분야에서 이러한 정책이 반영된 사례로 금년 3월부터 시행하고 있는 ‘경찰실습학점제’라 할 수 있다. 본 연구는 2014년 경찰실습학점제를 시범적으로 실시한 백석대학교와 천안 동남경찰서의 운영 실태를 분석하였고, 협력치안을 위해 경찰실습학점제의 발전방안으로 다음과 같이 제시하고 있다. 첫째, 협력치안을 위한 일선경찰서나 지구대 단위 예산이 매우 부족한 실정이므로 협력치안 예산 확보 및 배정이 필요하다. 둘째, 시범운영한 경찰실습학점제를 더욱 확대 발전시키기 위한 방안으로써 외국의 보조 경찰 제도를 적극 검토하여 도입할 필요가 있다. 셋째, 경찰실습학점제에 참여하는 학생들에게 경찰 입직 시 일정한 인센티브가 필요하다. 가령 경찰행정학과 특별채용에서 가산점을 부여함으로써 전국의 경찰행정학과 대학생들을 협력치안의 한 부분으로 활용할 필요가 있다. 마지막으로 경찰실습학점제를 운영함에 있어 지역별 상황과 여건에 맞춰 탄력적으로 운영할 필요가 있다.
There are various and complex causes of crime intertwined in recent years. Traditional law enforcement alone is difficult to solve efficiently. So recognizing the limits of the police public, developed countries emphasizes the cooperation with the private sector in a variety of policing. Park Geun-Hye government 3.0 in Korea is the concept of trying to improve the services provided by the government to eliminate the wall between ministries through communication and mutual cooperation. In the field of policing policy practice, the Police Practice Credit System is the reflection of these policies in March this year. In this study, the results of the analysis of the operating status of Cheonan Dongnam Police Station and Baekseok University that piloted the Police Practice Credit System in 2014, it is proposed as follows for policing cooperation. First, the budget of the police patrol unit or police station for policing cooperation since the very insufficient, assigned policing cooperation and ensure budget is required. Second, it is necessary as a means for expanding further develop the Police Practice Credit System to be introduced auxiliary police system of developed countries. Third, certain incentives are needed to police at the time of hiring students to participate in the Police Practice Credit System. For example, a police officer in the police special recruitment and completed the Police Practice Credit System that will give students extra points. Finally, there is a need to operate flexibly the Police Practice Credit System in accordance with the conditions and situation of the region.
