9ㆍ11 이후 세계 곳곳에 발생하는 뉴테러리즘에 대응하기 위해 주요 선진국들은 강력한 대응체계를 구축하였다. 미국은 테러와 관련 된 법(안)을 단계별로 입법화 하여 법/제도/조직 등을 신설하였다. 반면에 국내 테러대응체계는 테러방지법(안)의 부재, 뉴테러리즘에 대응할 수 있는 컨트롤타워의 부재 등 총체적인 문제점을 안고 있다. 따라서 본 연구의 목적은 국내 테러대응체계가 안고 있는 문제점을 해결하기 위해 테러에 대한 재난관리 정책방안을 제시하고자 한다. 본 연구의 목적을 달성하기 위해 기존의 국내테러대응체계에 대하여 제시된 정책적 방안에 대한 이론적 논의를 프로그램모형을 적용하여 가시화하여 살펴보았다. 프로그램논리모형이란 해결하려는 문제들 간의 논리적인 관계들을 기술하는 다이어그램으로서, 프로그램 구성 요소 간에 어떤(What)구성요소가 있고, 구성요소간의 상호작용 어떻게(How)이루어지며, 의도한 결과를 미래지향적으로 산출해내는지에 대한 예측기법이다. 프로그램논리모형분석결과 도출된 대응전략은 테러방지법(안)과 컨트롤 조직신설에 있다. 또한 이를 통해 의도된 결과와 산출에 요소간의 연결성 있으며, 단ㆍ장기적인 측면에서 나타날 수 있는 파급 효과가 다양한 것으로 나타났다. 따라서 국내 테러대응정책의 최우선 전략은 테러방지법(안)의 입법화와 컨트롤타워조직의 역할을 할 수 있는 조직신설 및 내부 조직의 강화방안을 마련하는 것이다. 이에 제시할 수 있는 대안으로는 국민안전처의 역할론에 대한 논의가 필요하다.
After 9ㆍ11 Terror, critical developed countries is established strong strategic system against New Terrorism. U.S. has legislated Anti-Terrorism acts and established new institute and organization. But South Korea’ response system has problem which is no anti terrorism acts, control organization etc. So the purpose of this research is suggested solution and public policy for anti terrorism. For this research, it is application program logic model which is visual to response system against terror in South Korea. Program logic model is method which represent relation logic of solution to problem. And it is visual to constructing program factor how to be interaction, what to be desired result. Result to analysing program logic model is strong connective between anti terror acts and control organization. It is appear diversity synergy effect aspect short and long terms. So priority strategic of terror response system is legislated anti terror acts and it is suggested that control organization will be Ministry of Public Safety and Security.
