DMZ일원은 과도한 관심과 사업 추진으로 정부 부처 사이에 그리고 관련 지자체 사이에 경쟁적인 양상을 보여주고 있다. 본 연구의 목적은 강원도 DMZ일원의 사업 추진 상황을 분석하고, 이에 대한 지역주민들의 참여와 이해정도, 마을수준에서의 사업추진 역량을 정성적으로 검토하여 개선을 위한 과제를 명확히 하고 그 해법을 모색해보는 것이다. 연구방법은 문헌조사와 함께 강원도 DMZ일원 지자체를 직접 방문하여 주민 대표자를 인터뷰하는 것으로 정성적인 함의 도출에 중점을 두었다. 분석 결과 (1) 강원도 DMZ일원의 사업들은 여전히 물리적 시설사업 위주로 진행되고 있어서 지역주민의 참여와 관심의 대상이 되지 못하고 있어서 사업의 계획과 추진과정에 체질개선이 요구된다. (2) 대부분 사업의 구상과 준비단계에서 인근 마을주민들이 배제되거나 모든 결정이 이루어진 후에 설명회가 진행되고 있어서 근본적인 접근법의 개선이 요구된다. 또한, (3) 지역공동체의 역량강화를 위해서 공동체사업의 육성과 주민교육, 전문인력 양성 및 일자리 창출, ‘강원도 DMZ 마을협의체(가칭)’의 구성과 운영이 필요하다.
The Demilitarized Zone (DMZ) of Korea and its adjoining areas have been paid too much attention by many stakeholder groups, including central and local governments. The objectives of this paper is to examine the status of national development projects of the DMZ areas in the five related counties of Gangwon Province to investigate the degree to which local residents are involved in and aware of the projects and to assess the issue of capacity building across the bordering villages. As for research methodologies, literature reviews and interviews were mainly used. Results show that (1) most of the DMZ projects are large-scale and hardware-driven so that not much space is allowed for local residents to play their roles; (2) local residents are not well aware of the projects or not pleased with the way they are prepared and implemented; (3) the lack of proper participation of local residents may lead to a serious feasibility problem of many projects that aim to provide a socioeconomic boosting effect in the bordering area.
