본 연구는 지역수준의 환경거버넌스 체제인 지방의제21 추진기구의 구성원들을 대상으로 환경거버넌스 체제의 성과에 미치는 영향요인을 규명하고 지방의제21 추진기구의 활성화를 위한 정책적 시사점을 제시하였다. 본 연구의 분석결과는 다음과 같다. 첫째, 추진기구 구성원들은 지방정부와 함께 지역환경 문제에 관한 각종 정보를 공유하고, 이를 바탕으로 지역환경 문제해결을 위한 결정을 공동으로 할수록 추진기구의 성과가 높아진다고 인식하고 있는 것으로 나타났다. 둘째, 지방의제21 추진기구 구성원들은 종전과는 달리 지방정부가 환경문제 해결을 직접 추진하고 구현하기 보다는 추진기구 구성원들과 함께, 혹은 추진기구 구성원들이 소속된 단체나 조직에서 정책이나 프로그램을 통하여 실행할 때 추진기구의 성과가 제고된다고 인식하고 있는 것으로 분석되었다. 셋째, 지방의제21 추진기구에 대한 자치단체장 및 추진기구 위원장의 리더십이 높으면 높을수록 추진기구의 성과는 높아질 것으로 인식하고 있다는 것이다. 결론적으로 환경거버넌스 체제의 성과에 통계적으로 유의미한 영향을 미치는 독립변수로는 공동결정, 공동이행, 참여, 자치단체장의 리더십, 추진기구 위원장의 리더십의 순서로 나타났다.

Local Agenda 21 is an international mutual agreement to solve global environmental problems in many regions of a nation, using a slogan called "Think Globally, Act Locally" to emphasize their motives. Our country prepared Local Agenda 21 in most autonomies to settle environmental problems of our country's many regions since 1995. This study aims to analyze members' perception of Local Agenda 21 organizations to find out the factors influencing the performances of environmental governance system. This study analyzes the data which was collected by 106 members of Local Agenda 21 organizations from all over the country. The data gathered was analyzed through multiple regression analysis. The major results from the analysis are as follows: first, information sharing, joint decision were found to be major variables that statistically influence on prompting the performances of environmental governance system to solve many issues including local environmental problems; second, joint decision, joint implementation are shown to be statistically significant variables to have an influence on the performances of Local Agenda 21 organizations to solve local environmental problems with local government; third, the leadership of the mayor of local autonomy, the leadership of the chairman of Local Agenda 21 organizations are found out to be significant factors that improve the performances of environmental governance system. Furthermore, this study proposes a few more policies to increase the performances of environmental governance system.
