하나의 정책이 하나의 서비스로 구현되는 과정에서 중요한 것이 ‘전달체계’를 잘 구축하는 것이다. 복지정책의 궁극적인 목적이 수혜자(서비스 대상자)에게 복지서비스를 효과적으로 전달하는 것이라면, 복지전달체계는 복지정책의성패에 큰 영향을 줄 수밖에 없다. 그러나 아직까지도 한국적 상황 및 특색에 맞는 복지전달체계 모형에 대한 연구와논의는 부족한 실정이다. 본 연구는 D.Wright의 정부간관계 이론 모형을 적용하여 선진국(미국, 영국, 스웨덴)의 복지전달체계를 비교･분석하고, 한국적 복지전달체계 모형을 수립하는데 있어서의 시사점을 도출하고자 한다.
It is the delivery system that plays an important role in the course of realizing a policy into a service. In the result, it is not too much to emphasize the importance of the welfare delivery system on the assumption that the ultimate purpose of social welfare policy is to deliver social services to a receiver effectively and efficiently. However, the social welfare delivery system suitable to Korea's situation and distinction has hardly been researched and discussed until now. This study makes a comparative analysis of the welfare delivery system of Korea, America, England, and Sweden with D. Wright's Intergovernmental Relations Theory. And, in this thesis, I try to find a reform plan of social welfare delivery system suitable to Korea's situation and distinction.
