본 연구에서는 개인정보보호 교육의 효과성 선행요인을 검증하였다. 이를 위해 CIPP 모형을 토대로 개인정보보호 교육의 투입-과정-효과로 구성된 연구모형과 가설을 설정하고 이들 간의 관계를 분석하였다. 이와 함께 개인정보보호 교육의 투입-과정-효과성 간의 관계에서 기관장 관심의 조절효과를 검증하였다. 이를 위해최근 1년간 개인정보보호 교육에 참여한 경험이 있는 지방자치단체 공무원을 대상으로 설문조사를 실시하고실증분석을 실시하였다. 가설검증 결과, 개인정보보호 교육의 투입은 교육과정과 효과성에 긍정적인 영향을 미치고 있는 것으로 나타났으며, 과정 역시 교육훈련 효과성에 긍정적인 영향을 미치고 있음을 확인할 수 있었다. 한편 개인정보보호 교육의 투입-과정-효과성 간의 관계에서 기관장 관심의 조절효과가 부분적으로 확인되었다. 이러한 분석결과를 토대로 공무원 대상의 개인정보보호 교육의 운영개선방안을 제시하였다.
The purpose of this study is to test the effectiveness of privacy education. This study establishes the privacy education model (Input-Process-Effectiveness) based on the CIPP and tests the causal relationships between them. The moderating effects on the relationship between the effectiveness and the leadership are also tested. This study surveys the local government officials participated in the privacy education program and analyzes the sample. The results show that the input has significantly positive impacts on the process and effectiveness. The process has a significantly positive effect on the effectiveness. The moderating effects of the leadership are also partially confirmed on the relationships (Input-Process-Effectiveness). Based on the results, the improvements of privacy education for government officials are suggested.
