1.1.1.1.1.1.1. 1.1.1.1.1.1.1. 1.1.1.1.1.1.1. 2004년 하반기부터 기록관리 ‘혁신’이 본격적으로 전개되고 있다. 대통령비서실 기록 생산·관리 방식의 변화와 정부 확산, ‘기록관리 혁신 로드맵’의 확정, 그에 따른 기록관리법령 정비 등은 기록관리 수준을 몇 단계 높일 수 있는 조건이 되고 있다. 그러나 공공기관의 기록관리 실태는 ‘높은 수준’의 제도화를 따라가지 못하고 있는 것이 현실이다. 중요 기록의 미등록과 방치, 기록의 무단 폐기, 기록관리 담당기구의 미설치와 형식적 운용 등 잘못된 관행이 유지되고 있다. 곧 ‘높은 수준’의 제도화와 낮은 단계의 기록관리 실태가 한국 국가기록관리의 현 주소이다. 2000년 이후 기록관리 실패의 근본 원인이 1999년 기록관리법에 있기 보다는 “현행 법령의 기초적인 요구도 준수되지 않는 행정 소홀과 무관심”에 있다는 지적은 시사하는 바가 대단히 크다. 1.1.1.1.1.1.2. 기록관리 혁신 과정에서 그동안 기록학계와 시민단체가 근본적으로 문제제기 했던 과제들은 아직 해소되지 않았다. 즉 중앙기록물관리기관의 정치적 중립성과 독립성, 그리고 전문성 확보에 대한 대책은 기록관리 혁신 로드맵 수립과정에서 형해화 되었고, 기록관리법 개정안은 기록관리 혁신 로드맵의 성과를 부분적으로 반영하고 있으며, 또한 시행령에 많은 부분을 위임하고 있는 등 상당한 한계를 갖고 있다. 기록관리혁신 로드맵이 확정되고, 기록관리법령 개정이 추진되는 등 기록관리 분야의 외형적 성장은 가히 돋보인다. 그러나 “기록관리와 같은 국가행정의 기본 제도”를 발전시키는 것은 압축적으로 성장할 수 있는 일이 아니다. 따라서 기록관리 ‘혁신’의 과제는 명백하다. 장단기적인 계획과 통제 하에 제도화의 수준과 실태 사이에서 생겨나는 차이를 좁혀 가는 것이다.

So it is improved these rosy conditions was upgraded by the laws and regulations. We also hope that the conditions of the records management to be a higher level than before. However the actual conditions of the records management are not g o d comparing with the law and regulations. I think this unbalance is a serious problem. The reason of the ‘failed history’ during past time was caused not by the laws itself but by the indiference and negligence on the laws. T h e a c a d e m i c f i e l d a n d N G O h a v e c o n t i n u o u s l y r e q u i r e d s o m e e s ential suggestions on that problem; political neutrality and independent of the National Archives, the employment of specialists and the improvement of their skils etc. But these requirements have not accepted yet.
