This thesis was written about movement to enact regulations in a local government. Generally speaking, the local government was defined of the citizen, by the citizen, for the citizen. Specially what do we want to do ‘for the citizen', it become in the issue. For that reason, the local council enact regulations that related the public welfare offices. This is for study the movement to enact regulations that based on citizen welfare offices. For this purpose, First, it considered legal characters of legislative power of local council. The constitution law and the local autonomy law has made it clear to enact regulations ‘within an ordinance’. This means to enact regulations, if theses have not violated a law, in case that it had been be legally unsupported Second, this theses refers to the limits on the legislative power of local council. A local government has absolute power, within the limits of law, about local autonomy offices. For that reason, it is a question the direction of movement to enact regulations. Accordingly, the legislative power of local council exercises really in order to enact regulations based on citizen welfare offices, and enacts the regulations that related our real life. This is a real local autonomy.
