The purpose of this study is to explore the environmental changes of federal government and the organization building for urgent response of these changes. In the aftermath of the September 11, 2001, terrorist attacks, the President and the Congress have wanted to make new coordination system, that is, Department of Homeland Security. This new organization performs to harmonize the efforts of many federal agencies, offices, and state, local organizations which had responsibility for various aspects of protecting and securing America. This study adopted a institution building theory in research of department of homeland security. Institution building theory is composed of internal variables(institution variables) and external variables(linkage variables). Internal variables include the doctrine(goals), leadership, internal structure and resource, program which are to describe the dynamics of a institution itself. External variables comprise the enabling, functional, normative, diffused variables which are linkages to interact with organizational environment. Department of homeland security have carried out the complicated mission that is to secure the American homeland. For doing better this job, DHS needs to fit himself for the domestic and international environment and to solve the problems of mutual adaptation. Specifically, national security expects to make the strategies and programs that require to prevent from terrorists attacks under this institution effectively.
