우리 사회에서 끊임없이 지속되는 범죄는 국가의 안전과 시민의 삶에 심각한 영향을 미치고 있으며 국가 통치질서와 사회질서에 대하여 큰 혼란을 초래하고 있다. 또한 인터넷이 전 국민에게 보편화되면서 우리나라의 정보기반은 첨단화되고 있는 반면, 이에 대한 보안의식이 부족해 해킹바이러스와 같은 사이버범죄가 증가하고 있다. 그러나 이러한 각종 범죄의 발생과 이에 따른 시민들의 안전욕구 증대에 대해 경찰 인력과 장비만으로 양질의 치안서비스를 제공하는 데는 한계가 있다. 이와 같은 문제점을 해결하기 위해서 선진국에서는 오래전부터 국가차원이 아닌 민간차원의 범죄예방제도인 민간경비업이 활성화되어 지금은 경찰의 범죄예방 능력과 상응한 존재로 확고한 위치를 차지하고 있다. 우리나라에서도 민간경비는 1980년대초 일본 민간경비 기술과 자본이 도입되면서 활성화되었으며 ’86 아시안게임과 ’88서울올림픽 등 각종 국제행사를 치루면서 급성장하여 2004년 2,322개 경비업체에 경비원이 총 105,697명 종사할 정도로 양적인 성장을 이루었다.그러나 아직도 한국 민간경비산업은 선진국에 비하여 상대적으로 취약한 부분이 많으며, 법제도적인 개선이 뒷받침되어야 한다. 그 일환으로서 먼저 우수한 민간경비 인력의 확보 및 자질향상이 필요하다. 이를 위해서는 기본적으로 우수인력을 선발 채용하고 이들에 대한 지속적이고 체계적인 교육을 실시하여야 한다. 국가 공인 민간경비자격증제도를 도입하여 이러한 전문 자격증을 갖춘 사람을 채용하는 것도 경비인력의 자질향상을 위한 하나의 해결책이 될 것이다.
