현재 정보통신산업은 커다란 환경적 변화를 겪고 있다. 유선과 무선, 통신과 방송이 하나로 통합되어가는 통합화 현상이 바로 그것이다. 이러한 환경의 변화는 관련 법체계에 있어서도 많은 변화를 요구하고 있다. 통합화 현상은 그 내용이나 규모에 있어 과거와는 근본적이고 커다란 차이가 있기 때문이다.통합화 현상의 수용이라는 차원에서 현행 정보통신 관계법령은 상당부분 정합적이 못한 것이 현실이다. 일부 규정들은 여러 법률에 분산 배치되어 중복되거나 법리상 충돌 등의 문제를 야기하고 있으며, 통합형 신규서비스의 도입과 공정경쟁 환경조성을 위한 법률적 기반 또한 미흡하다. 따라서 새로운 환경에 적합한 법령의 정비가 이루어져야 한다.이를 위해 본 논문은 통합화 현상의 본질과 이로 인한 정보통신 법령체계의 부정합적 문제점, 그리고 그 해결의 방향을 제시하고 있다.

So I suggest integrating the telecom-related laws in order to prepare the convergence and combination of services, carriers and industries in the voice and data, wire and wireless, telecommunication and broadcasting. and I suggest unifying the law system of the wire and the wireless, telecommunications and broadcasting.
