The purpose of this study is to search the model of Recall to activate citizen participation. The method of this study used case study : the Recall of the United States, Germany and Japan. According to the results of study, First, The Recall should target all both elected officials and appointed officials to strengthen citizen control. Second, The Recall should be enacted to be initiated by citizen and local council. Particularly The initiative of local council would be a means to restraint local Self-Government. Third, The reason of recall should be enacted with general provisions to prevent the abuse of recall. Fourth, The Recall had to be needed a certain conditions in order to discharge officials. Fifth, To keep the stability and continuity of administration, The Recall had to enact to be summonse within a certain period : from six months after inauguration to six months before discharge.There are many opinions on the enactment of Recall. This study is just a part of them too. To understand the Recall, one must undertake constant study and analysis of its lawful structure and operation.
