The actions taken by police are, in general, regarded as covering all the activities performed for enforcement of public power with the purpose to maintain the safety and order of the public. It, in nature, imposes restrictions on freedom and rights. The action, therefore, contains a potential dangers to unfairly infringe the freedom and rights that are privilege of people to enjoy their social lives. Therefore, police power must be enacted on the basis of balance and coordination between the requirements of the police and requests of the people. The former has a trend to restrict the freedom and rights of the people with the objective to maintain safety and order of public, and the latter claims for assurance of the fundamental human rights that basically shall not be violated by any force.
