The Road and Traffic Act imposes money penalty for violating traffic regulations and levies a fine for default. The money penalty, however, has positive and negative sides. One of the good things is to avoid punishing violators criminally. Instead, they are punished to pay fines. But it has a problem. When not paying, they are tried to imidiate judgement. The imidiate judgement trial violates Korean principles of legal procedures. Thus, lawful relief measures should be come up with.
