We often say, modern society is 'international current society quickly'. International law, it has not only the rights and duties of the international society as the international rules among the countries in the world but also the legal characters as the law of the international society.The writer thinks that international law and municipal law are not two, but one. And think so international law and municipal law are th same position, too.The treaties mean that agree with each international states by the text of minute, are named them by agreement, convention, charter, statute, covenant, declaration, act, protocol, engagement, etc. Therefore, the writer thinks that ① the real constitutional treaties have the same legal force or effect, ② the real unconstitutional treaties can available into the international law, ③ the associate unconstitutional treaties, however, are all invalidity.
