대한민국에서 주민등록번호의 대량 유출 사건으로 주민등록번호 보호 필요성이 더욱 높아졌다. 이러한 문제를 해결하기 위해 이 논문에서는 주민등록번호 문제와 이를 해결하기 위한 대안으로 목적별 식별번호 분리와 새로운 공공분야 본인 확인 방법으로 대체방안을 제시하려 한다. 최근 정부의 주민등록법 개정과 MyPIN 등의 개혁은 태생적으로 한계가 있다. 따라서 이 논문에서는 종래 법에 있던 납세번호를 개인에게도 부여(Second Number 제도의 제안)하고 주민등록번호를 보호하는 몇 가지 개혁 방안을 제시한다. 우선 공공기관에서 본인확인 방법으로 주민등록번호는 범죄인 정보, 선거인명부 작성 등의 필요최소한 행정절차에만 사용하도록 제한한다. 그리고 Second Number로서 종래 법에 규정이 있는 납세번호 제도를 활용하여, 원하는 개인이 새롭게 번호를 부여받아 쉽게 변경하면서 이용할 수 있는 새로운 번호를 부여하자는 개혁안을 제시한다. 즉 주민등록 번호의 사용을 필요최소한의 영역으로 제한하고, 추가로 원하는 국민에게 Second Number를 부여하여 공적 영역에서 편리하게 본인확인하고 유출 등의 위험시 번호를 바꿀 수 있도록 하자는 것이다. 이것은 공사의 모든 영역에서 해당 목적에 따라 필요한 번호를 부여하고 각 영역의 정보와 번호를 보호하는 목적별 식별번호로의 개혁의 하나이다. 이처럼 목적별 식별번호 계획을 통하여 국민이 개인정보자기통제권을 실현하고 안정적인 개인정보 보호를 실현하는 사회가 형성되기를 바란다.
South Korean are very anxious about the protection of Resident Numbers like Social Security Numbers in USA and the secondary damage by the cases where personal information were leaked in a massive scale. To solve this problem, this paper presents the alternatives to a combination of TIN(Taxpayer Identification Number) such as the alternative authentication of public sector for specific-purpose identification number systems. Recent government's reforms about Resident Numbers Act, likely as MyPIN, has shown the inherent limits. This paper also eventually proposes to use commonly the personal tax numbers and several reforms to protect ours Resident Numbers. First, Resident Numbers should be used on the identification of criminal processes and electoral lists from public institutions only. And it should be limited only to necessary use. Second, including created administrative procedures, people receive the new number, easy to change, they want individuals by tax number, provided in advance legally. It is a new proposal suggesting the key to access personal information and certification. Restrictions of the use of Resident Numbers to the area of need, at least to give the people they want, to add to the Second Number as Tax Identification Number suggest a way to verify your identity etc. in the public area. This is the plan of the construction to give the required number in accordance with the Specific purpose for protecting one's information and ID-number of each zone in all public areas. This is the first step of system shall be called the Second Numbers as identification number scheme like this. I hope the people realize the self-control of personal information and reliable data protection.
