국민의 일상생활과 관련한 안전사고들이 연이어 발생하고 있다. 그동안 정부는 재난 및 위험으로부터의 안전에 대한 필요성이 강조됨에 따라 재난 및 안전관리기본법 등 안전 관련 법령을 제정하여 각종 재난으로부터 국민의 생명․신체 및 재산을 보호하기 위한 정책을 수립하고 이를 법제화하는 노력을 해오고 있으나 여전히 안전사고는 증가하는 추세이다. 가습기 살균제 사망사건이나, 세월호 사건과 같은 생활안전 영역에서의 대형 안전사고 발생은 국가적 차원에서의 손실을 가져오는 것은 물론 국민의 생활에 대한 불안을 야기할 뿐만 아니라 대외적으로도 위험 사회라는 부정적 이미지를 벗어날 수 없다. 우라나라는 동일한 국민생활 안전위기영역이라 할지라도 구체적인 종류나 대상에 따라 행정이나 법체계가 상이하게 나타나고 있다. 즉 여러 부처에서 다양한 법령으로 이루어진 분산형 안전관리 체계를 지니고 있다. 따라서 이러한 법제들을 상시로 점검하고 정기적으로 통합하여 책임과 권한이 분명하도록 개정할 필요성이 있다. 관련 법령간 상호 연계성을 높여야 한다. 또한 안전취약계층의 생활안전개선을 위해서는 어린이, 노인 등 안전 취약계층에 대한 안전관리강화를 위해서 이들에 대한 지원을 통합하여 추진할 수 있는 법률안의 제정을 검토할 필요가 있다. 그리고 살생물제에 대한 위해성평가와 통합관리를 위하여 별도의 살생물제법을 제정할 필요성이 있다, 더불어 생활안전지도 서비스 데이터 제작과정 전반을 자동화할 수 있는 원스톱 도구를 개발하여 제작과정을 간소화하고, 현행화 기간을 단축하여야 한다. 생활안전법제의 개선은 곧 국민이 각종 사고와 위험에서 벗어나 안전하고 자유로운 생활을 누릴 수 있도록, 충실한 법적 근거를 마련해 줄 수 있을 것으로 보인다.

Safety is the state of being safe, the condition of being protected from harm or other non-desirable outcomes. Safety can also refer to the control of recognized hazards in order to achieve an acceptable level of risk. Discussions of safety often include mention of related terms. Security is such a term. With time the definitions between these two have often become interchanged, equated, and frequently appear juxtaposed in the same sentence. Safety can be limited in relation to some guarantee or a standard of insurance to the quality and unharmful function of an object or organization. It is used in order to ensure that the object or organization will do only what it is meant to do. It is important to realize that safety is relative. Eliminating all risk, if even possible, would be extremely difficult and very expensive. A safe situation is one where risks of injury or property damage are low and manageable. The practical starting point is to directly specify the right to be safe in the Korean Constitution. Article 34 Section 6 of the current Constitution, which was stipulated to guarantee the safety of the people, does not in fact include the term ‘safety’ at all. With only such an ambiguous and vague clause established, it is difficult for the Korea people to actively demand that the government fulfill its obligation to ensure the safety of its citizens, especially with the possibility of serious danger occurring in their daily lives. If a seperate law for biocides is enacted, it will be possible to set an integrated biocide management system for regulations which are currently scattered by each department.
