우리나라의 사회복지전달체계에 있어서 요보호자와 관계기관 및 사회복지전담공무원, 사회복지관 워커간의 연결이 취약하며, 사회복지 실천에서 구체적인 법적 제도에 의한 인적 자원의 활용은 여전히 미비한 상황이다. 본 연구는 사회복지조직과의 연결기능을 하고 있는 전달체계로서 민간 자원봉사자인 일본 민생위원·복지위원을 고찰하여, 이러한 우리나라 사회복지전달체계의 문제점에 대해서 민간자원 활용의 방안을 제시하는 것을 목적으로 하고 있다. 민생위원은 90여년의 역사적 배경을 가지며 일본 지역사회에서 복지전달체계의 연결고리로서 그 역할을 담당하고 있다. 지역사회복지 구조에서는, 민생위원·복지위원은 사회복지서비스 활동을 전개해 가는 핵심요소이며 지역사회복지 전달체계의 인적 자원 활용에 있어서 여러 가지 역할을 담당해 오고 있다. 독거노인이나 요보호자의 사망소식을 접하는 우리나라의 사회복지 연결체계는 해결해야 하는 ‘복지의 사각지대’가 존재하고 있으며 현재 사회복지의 과제로 대두되고 있다. 본 논문에서 고찰하는 일본의 민생위원·복지위원의 역할은 우리나라의 이러한 사회복지연결체계에 있어서 인적 자원의 활용에 대한 한 방향을 제시하고 있다.

The linkages between the client and the social agencies, social worker in public sector, and social worker in community welfare center are weak in Korean social welfare delivery system. The utilization of volunteers through specific legal institutions is still insufficient in the fields of social welfare practice. In this paper, Japanese community welfare commissioner & welfare volunteer link social welfare organizations, are studied as a delivery system. This paper suggests a volunteer utilization plan to overcome the problems in Korean social welfare delivery system. The community welfare commissioner has a history of 90 years, and plays a role as a link-pin of the social welfare delivery system in Japan. In the community welfare system, the community welfare commissioner & welfare volunteer are the core members who execute social welfare service & activity. They play various roles in utilizing human resources in the community welfare delivery system. In Korean social welfare delivery system, where the death aged people living alone or clients are noticed, there is a “dead-ground of welfare” that needs to be brought under light. This has emerged as a task of the current social welfare. The role of Japanese community welfare commissioner & welfare volunteer, which is being studied in this paper, suggests a direction of utilizing human resources within Korean social welfare delivery system.
