본 논문은 기능주의적 시장주의적 관점에서의 사회서비스 정책의 정당화 노력이 갖는 한계를 극복하기 위한 노력으로, 사회서비스 정책의 윤리정치성 진단 범주를 구성하는 것을 연구 목적으로 한다. 이를 위하여 성찰적 근대성 이론의 대표자인 기든스와 벡의 테제(thesis)와 사회공간 이론의 대표자인 르페브르와 부르디외의 연구를 비판적으로 고찰, 이를 근거로 사회서비스 정책의 윤리정치성을 진단하는데 적절한 범주를 열 가지로 제안하고 각각의 범주에서 윤리정치성 구현 전략을 모색한다. 결론 부분에서는 사회서비스 정책의 윤리정치성과 사회복지사의 당위적 정체성 간의 상응성을 발견하여 사회복지사의 사회서비스 정책으로부터의 탈각화 리스크 제거 필요성을 주장한다.
The purpose of this study is to develop the evaluative criteria of the ethico-political force of social services policy, which is based on the examination of the reflexive modernity thesis and the social space theory. Accordingly, this study defines the ethico-political force as the institutional force which constitutes social space as well as is constituted by social space, and which is derived from order and norms. This study also develops ten criteria which can be used to evaluate the ethico-political force of social services policy. Lastly, this study concludes with the emphasis on social work professions, by clarifying the correspondence between normative identity of social work professionals and the strategies suggested in this paper for enhancing the ethico-political force of social service policy.
