본 고는 일본 정부의 청소년국제교류활동의 실태, 역사적 배경 추진체계 그리고 법률적 근거에 대해 검토하고자 한다. 특히, 청소년국제교류활동을 위한 법률적 근거를 미시적 차원과 거시적 차원으로 구분하여 살펴보고자 한다. 이러한 작업을 통하여 한국과 일본 양국 청소년의 국제교류활동을 활성화하기 위한 방안을 제시하고자 한다. 일본 정부가 실시하는 청소년 국제교류활동은 주로 내각부(内閣府), 문부과학성(文部科学省), 외무성(外務省), 농림수산성(農林水産省) 등의 중앙부처와 지방지치단체를 중심으로 이루어지고 있으며, 아시아를 비롯한 세계 각국을 대상으로 국제교류활동을 전개하고 있다. 그 가운데 청년의 배와 같은 사업은 오랜 역사를 가지고 있으며, 일본의 국가적 이미지 제고에도 상당한 역할 수행해 온 것으로 평가되고 있다. 청소년국제교류의 법적 근거로는 청소년육성추진요강, 청소년육성시책대강, 출입국관리 및 난민인정법, 외국인등록법, 국제교류기금법, 국제협력기구법, 국제관광진흥기구법 등을 들 수 있다. 청소년의 국제교류활성화, 특히 일본과의 국제교류활성화를 위해서는 상호 문화에 대한 학습이 필수조건이며, 과거 중심적 역사관의 탈피, 서로의 다름을 강조하기 보다는 공통의 분모를 찾기 위한 노력과 양국의 관계를 거시적 차원에서 조명할 필요가 있겠다.
The purpose of this paper is to study the realities of the international youth exchange program, legal basis and supporting system of Japan government. Especially I would like to investigate the legal basis for the international youth exchange program both in micro level and macro level. Through this investigation, I would like to present the activating plans for the international youth exchange activity between Korea and Japan. International youth exchange activities which is carried out by Japan government have had long history and including Naikakuhu(内閣府), central ministries like Monbukagakusyou(文部科学省), Gaimusyou(外務省), Nourimsuisannsyou(農林水産省) and so far were in charge of these international exchange program for youth. It is evaluated that international youth exchange programs for Japan youth and for youth in other countries by Japan government have accomplished the positive effect, especially like the reconsideration of national image for Japan. There are Legal bases for international youth exchange program in Japan as 青少年育成推進要綱, 青少年育成施策大綱, 出入国管理及び難民認定法, 外国人登録法, 国際交流基金法, 国際協力機構法, 国際観光振興機構法.
