국가는 청소년기본법 제13조에 의하여 청소년육성에 관한 기본계획을 5년마다 수립하도록 규정하고 있다. 지방자치단체는 매년 청소년육성에 관한 기본계획을 국가의 기본계획에 의하여 연도별 시행계획을 수립‧시행하도록 되어있다. 그러나 일부 기초지방자치단체의 경우, 연도별 시행계획을 수립조차 못하거나 해당연도의 업무보고서로 대체하는 실정이다. 이 연구는 지방자치단체의 청소년정책을 수립하기 위한 기초연구이다. 청소년정책수립모형을 설정하고 이를 화성시에 적용시켜 화성시청소년정책계획을 수립하였다. 정책수립모형은 1단계 국가청소년 기본계획에 대한 분석, 2단계 해당 지방자치단체의 중장기계획 및 청소년 정책에 대한 실태를 분석, 3단계 1단계와 2단계에서 조사한 자료를 바탕으로 SWOT분석을 실시, 4단계 해당 지방자치단체의 청소년요구조사, 5단계 여론수렴절차를 거쳐 정책 비전 및 방향 그리고 전략수립, 6단계 해당 지방자치단체의 청소년 기본계획 수립 등 여섯 단계로 구성하였다. 이 계획수립모형을 경기도 화성시청소년정책계획에 적용하여 계획을 수립하였다 이 연구과정에서 드러난 결과를 통한 기초지방자치단체의 청소년정책에 대한 시사점을 정리하여 보면 다음과 같다. 첫째, 중앙정부의 청소년기본정책은 청소년활동, 청소년복지, 청소년보호를 포함하는 청소년육성에 초점이 맞춰있으며, 여타 정책분야와의 연계성이 부족하여 국가 전체의 청소년정책으로서 보완해야 할 부분이 있으며, 이러한 정책의 영향은 지방자치단체의 정책 수립에서도 그대로 반영되고 있는 실정이다. 둘째, 청소년정책 비전이나 정책목표선정에 있어 지방자치단체의 장기계획 목표와 일치가 용이하지 않다. 청소년 실태분석에 있어 나타난 문제는 청소년시설 인프라, 프로그램, 청소년관련 행정 조직 및 예산 등이 지방자치단체의 발전 속도를 따라 가지 못하고 있다. 셋째, 청소년요구조사를 통해 밝혀진 문제는 청소년들의 요구를 정확히 반영하지 못하고 있다는 점을 지적할 수 있다. 넷째, 지방자치단체의 독자적인 정책과제 선정 및 집행보다는 중앙정부의 정책과제를 지역 실정에 맞게 예산의 규모 안에서 집행하고 있다는 점이다.

According to the youth act article 13, the state has to establish basic plan for youth development per every 5 years. Also, local government has to make and act annual plan about youth development, based on Mater plan of nation. However, it's not easy to find these rules acted actually in local governments. This study is basic research for local government youth policy formulation . Following is policy planning model of this study. 1. Analysis for national youth policy basic plan,2. Analysis for local government's long term plan and actual conditions of youth works in local governments 3. SWOT analysis for data from step 1 and 2,4. Analysis for survey about what is wanted to local government by youth. 5. Founding vision, direction and strategies of youth policy, based on public opinion. 6. Establishing youth basic plan of local governments. We can think about some points through the result displayed on this study. First, policy of central youth development is not connected strongly with other area's policies, and it has affect on process of formulating local policy. Second, it is not easy to make correspondence between vision of youth policy and local government's long term plan. Third, policy is not reflected enough needs of youth. Last, local government's does not make their own plan, rather they are just following central's plan with small modification.
