Strategic partnership can be defined as a situation of maintaining a stable cooperation by relevant states for a relatively long period because they have common strategic objectives and interests, and they hold same or similar views about some major international issues. From the author's perspective, the relation of strategic partnership should own the following three features: (1) long- term stability, (2) high politics and (3) multiple levels. Moreover, only under certain conditions is it possible that the strategic partnership could be established between two states. The rapid development in such fields as economic cooperation and humanities exchange between China and ROK since 1990s has laid the basic groundwork for China-ROK strategic cooperation and partnership. However, because there are some differences between their strategic goals towards the Korean Peninsula, China-ROK relation of strategic cooperation and partnership is still fragile and needs to be substantialized. At present, it is very important to stabilize both sides' economic interdependence, expand humanities exchange and further mutual understanding on politics and security.

전략적 동반자 관계란 공통의 전략적 목표와 이해관계를 갖고 있고 주요 국제문제에 대해서도 동일하거나 비슷한 시각을 갖기 때문에 상대적으로 오랫동안 밀접하고 안정적인 협력을 유지하는 상황으로 해석될 수 있다. 저자는 전략적 동반자 관계의 특징을 다음과 같이 보고 있다. (1) 장기간의 안정성 (2) 상위정치(군사・정치 문제에 한하여 무역・경제 문제는 다루지 않는 외교 방침) (3) 다양한 수준이 바로 그것이다. 더욱이 두 국가 사이에서 전략적 동반자 관계는 특정 조건 아래서만 성립될 수 있다. 1990년대 이후 빠른 경제협력과 인적 교류를 기반으로 한중간에 전략적 협력이 형성됐다. 하지만 한반도 문제에 대한 전략적 목표의 인식 차이로 한중 전략적 협력과 동맹관계는 여전히 취약하며, 실체화시킬 필요가 있다. 현재로선 서로간 경제적 상호의존 관계를 안정화시키고 인적교류를 확대하며 향후 정책과 안보에 대한 상호이해를 공유하는 것이 매우 중요하다.
