This paper is based on the belief that the public land lease system should be permanently introduced to North Korea. At first, how the public land lease system can solve the defects in the socialistic land system and how it enables the transition to the market economy without causing the problems of land privatization are explained. Considering the actual problems in countries where the public land lease systems are in practice, the research provides an ideal model for the North Korean region. It also offers specific ways to apply the model to reality. It is most important to adopt the appropriate lease term and lease payment method. This can minimize the gap between the official rent and the market rent, ensure the stability in land use, and reduce the administrative cost at the same time.
