북한의 급변사태란 ‘북한의 내외부에서 발생하는 정치, 경제, 사회, 군사적인 문제들이 북한당국의 해결능력을 초과하는 과중한 압력을 가함으로써 북한정치체계의 붕괴를 초래하는 상태’라고 할 수 있다. 이때 대량난민이 발생하여 중국으로 유입되는 난민들이 중국의 한반도에 대한 군사적 개입을 정당화할 수 있다. 특히 중국이 북한의 급변사태에 개입하게 되면, 중국은 미국과의 완충지대를 구축하기 위하여 한반도의 영구분단을 시도할 수 있다. 중국의 한반도 개입 가능성은 국제법상의 조약, 요청, 자위권 발동 등의 요건이 있다. 북한의 급변사태를 한국의 통일로 이어지게 하기 위해서는 급변사태 시 발생하는 난민들이 중국 등 해외로 이동하지 않고 한국으로 올 수 있도록 군사분계선을 전격적으로 개방해야 한다. 또한 한국정부는 이들을 국내실향민으로 대우하고, 군사분계선 개방과 동시에 북한화폐의 1:1 화폐교환, 생계지원금 등을 지급해야 한다. 동시에 한국에 거주하고 있는 북한이탈주민들이 북한에 들어가 북한의 국민투표를 통하여 한국과 병합할 수 있도록 교육하는 역할을 수행해야 한다. 그리하여 북한의 주민투표를 통해 한국과 병합하는 통일과정이 이루어져야 한다.
‘Sudden Change in North Korea’ can be defined that the exceed surplus press derived from political, economic, social and military issues of North Korea brings in the breakdown of North Korea’s political system, of which exceeding press is over the threshold with time and capacity. The massive NK refugees flooding into Chinese territory can justify the China’s military intervention into Korean Peninsula. China proposed the “Buffer Zone” under the Chinese Korean border line into the south to perpetuate the devided Korea. There are many justified causes for China to interfere in North Korea’s breakdown and control with international agreement, intervening request and the right of self-defense. It is very important for Korea’s unification that the massive North Korean should come to South Korea not to China. The time and issue of opening of De-Militarized Zone for the refugees leading to South Korea. The followings are also critical for Korea’s reunification; Korean authority’s administrative initiatives such as 1:1 currency exchange policy for two Korea’s money, equal livelihood aid between South Koreas and North Koreans, and North Korean refugees treated as the Internally Displaced Persons. The following step for the unified Korea are that Korean government train NK refugees who have lived in South Korea should be trained as members of educators for North Koreans in case of NK’s sudden breakdown and prepare the National Plebiscite in North Korea, by which Korea’s reunification can be accomplished.
