21세기는 아시아의 시대라고 불리워지고 있듯이 최근, 아시아가 세계의 시선과 관심을 집중시키고 있다. 그러한 배경에는 중국을 포함한 아시아 국가들의 경제 성장과 인구 변동의 급변이란 요인을 들 수 있다. 경제 위기 이후, 아시아 각국은「아시아에 의한 아시아의 재발견」이란 인식과 함께 「아시아 공동체」에 대한 논의가 활발히 진행되고 있는 가운데, 이미 경제 분야에서는 FTA를 중심으로 새로운 아시아의 경제 통합 방향이 모색되고 있다. 이러한 시대적 조류속에서 일본과 한국을 비롯, 동아시아 각국에서는 기존의 서구를 중심으로 한 복지모델과는 다른 동아시아형 복지모델 구축에 관한 논의도 등장하게 되었다. 하지만 이에 대한 논의는 아직 초보적인 단계에 지나지 않으며 또한 논점에 있어서도 통일성이 결여 되어 있다. 그러나 빠르게 진행되고 있는 아시아 각국의 저출산, 고령화 현상을 고려할 때, 아시아의 문화와 사회에 적합한 복지모델의 구축은 아시아의 사회안전망(social safety net)이란측면에서중요하다. 이러한 문제의식에서 본고에서는 동아시아형 복지모델의 구축을 위한 서론적 고찰로서 1990년대 이후 선진 복지 국가에서 정책모델로 추진하고 있는「워크페어」정책을 중심으로 동아시아형 복지모델의 구축을 검토하였다. 제2장에서는 기존의 동아시아형 복지모델에 관한 기존의 논의를 살펴보았으며, 제3장에서는 생산적 복지론을 중심으로 서구에서 논의되고 있는 워크페어 이론과 비교하여 유사점과 상이점을 분석하였다. 그리고 제4장과 제 5장에서는 이러한 논의를 바탕으로 생산적 복지론을 수정한 워크페어 이론을 적합한 현실적인 모델로서 가정하여 그 타당성을 살펴본 후, 마지막으로 동아시아형 복지모델의 구축을 위해 앞으로 남겨진 과제에 대하여 언급하였다.

As it is said that Asia has become the focal point of the 21st century, Asia has been attracting the world eyes and interest, and this is mainly driven by the economic growth of Asian countries including China and the sudden fluctuation of the population change. Since the economic crisis, with the recognition of “Asia rediscovery by Asia”, there have been a lot of discussions on the “Asia community” and already in the field of economy, experts have been seeking new direction to integrate Asian economy around　centered on the FTA. With the needs of the times, discussions about building the East Asian type of welfare model came to appear in each East Asia country as well as Korea and Japan and this East Asian welfare model is different from the existing welfare model of Europe. However, this kind of discussion is too early to stage and also lacks unity in the point at issue. Still, it is important to establish a welfare model optimal for Asian culture & society in the perspective of Asian social safety net considering that each Asian society has been rapidly facing with the low birth rate & demographically aging phenomenon. With this identified problems in mind, in this report as the prefatory study to build East Asia type of welfare model, I examined the construction of the East Asia type welfare model mainly on the "workfair" policy which has been pursued as the model policy since 1990’s by many countries with the advanced welfare policies. I investigated the existing theory on the current type of welfare model of East Asia in chapter 2 and in chapter 3, and mainly focusing on the productive welfare theory, I analyzed the similarities & differences comparing with the western workfair theory. In chapter 4 & 5, based on the above discussions, I assumed that the revised workfair theory of the productive welfare theory is the optimal, realistic model and evaluated its validity. Finally, I pointed out the challenges to be solved to establish East Asia type of welfare model.
