This study checked maintenance or abolition of Jehalsa(提轄司) in Donggyeong(東京) and furthermore, examined the military organization in Donggyeong after its abolition based on the basic review of it, the military foundation of Alotta (斡魯朶) in the Yao Dynasty. Jehalsa which manages cavalry(騎軍) installed each Jehalsa in 12 houses(宮) and one village(府) of the strategic points from Sangyeong(上京) to Namgyeong(南京), that is, the 6 places of Namgyeong, Seogyeong, Jungyeong, Sanggyeong, Bongseongju, and Pyeongju. The place that Jehalsa was usually installed in Han(漢族:Chinese) of the southern area and the Western Xia Dynasty(西夏) of the western area in the Liao Dynasty. It could be found that there is Jehalsa in Heisuiheo(黑水河)(located in Junggyeong(中京), Jinzhou(黔州)), Hwaju(懷州), Wunju(雲州) with 6 places. There was Jehalsa before the 8th year of Seongjong Tonghwa (990) from the Yao Dynasty in Donggyeong area, but it was abolished in the 8th year of Tonghwa as part of reorganization of a series of systems by Seongjong. And the members were distributed and placed in 7 Hyeon including 3 Hyeon of Sanggyeong. General Juhyeon(州縣) and the tribe military(部族軍) became the major military foundation after Jehalsa was abolished in Donggyeong.
