공공부문의 개혁노력과 함께 민간개방에 대한 다양한 접근들이 적극적으로 도입되기 시작하면서 공사이분법적 접근을 벗어나 ‘새로운 공공’이라는 관과 민이 함께하는 영역이 창출되고 있다. 본 연구는 일본에 있어서 공공서비스와 행정개혁의 중요한 수단으로 도입이 적극적으로 추진되고 있는 시장화 테스트의 도입논의 과정과 내용에 초점을 두고, 이 제도가 향후 한국적 상황에 어떤 시사점을 줄 것인가에 주목한 것이다. 민간개방에 대한 다양한 논의가 가속화되고, 본격적으로 민관경쟁입찰과 같은 제도들의 도입논의가 전개되고 있는 우리나라의 상황에서도 일본의 선행사례에 대한 진단은 의미 있는 작업이 될 것이다. 이런 맥락에서 민간개방의 수단으로 일본의 고이즈미 내각이 적극적으로 추진하고 있는 시장화 테스트의 내용과 도입과정 및 전략에 대하여 살펴보고 2005년 실시된 모델 사업에 대한 평가를 중심으로 시장화 테스트의 성과와 한계에 대한 논의를 시도하였다. 그리고 이를 통해 일본의 정부에 있어서의 공공서비스 개혁 노력이 우리나라의 행정개혁에 어떤 시사점을 주고 있는가를 도출해 보았다. 특히, 공공서비스의 효율성과 질적 향상을 도모한다는 제도 도입의 취지 하에서 현재까지 가시화되고 있는 공공성과 책임성의 문제, 실질적인 경쟁체제 구축 그리고 제도 및 환경정비 등과 같은 주요 쟁점 및 선결과제와 관련된 의견들을 선행사례를 통해 도출하고 논의의 방향성을 제시해 보았다.


As the various approaches on reformation efforts of public sector and making it open to civilians are making their active introduction, it has escaped the approach of dichotomy between public and private affairs and a field called 'New Public' where the government and the people join together. This research sets the focus on the process and details of debate on introduction of Marketing Test which is being actively promoted as an important method of public services and administrative reformation for Japan and has concentrated on what suggestions this system would give to Korea's situation in the future. In the circumstances of our country in which the various arguments on making public sector to civilians and where the argument of introducing systems like Compulsory Competitive Tendering is being unfolded, the diagnosis on Japan's preceding case would become a meaningful task. In such line of connection, I have examined the details, process of introduction and strategy for Marketing Test which is being actively promoted by Goizmi administration and attempted an argument on achievements and limitations of Marketing Test based on assessment of model project performed in 2005. And through this, I have tried to derive what suggestions the reformation efforts of public service by Japanese government give on our country's administrative reformation. Especially, I have derived the key issues and opinions related first considerations such as the problem of public interest and responsibility that is being visible until now under the purpose of importing the system to scheme effectiveness and improvement in the quality of public services, establishment of realistic competition system and system or environment services and attempted to present the objective of the argument.
