인적자원개발정책의 추진기제는 국가인적자원개발회의와 광역단위의 지역인적자원개발지원센터로 이루어져 있다. 그런데 거버넌스시대 지역인적자원개발을 보다 지역실정에 맞게 설계하기 위해서는 지역의 다양한 자원간의 참여와 협력이 필요하다. 하지만 실제에 있어서 다자간 참여와 협력이 작동되게 한다는 것은 매우 어려운 과제이다. 이 글은 지역인적자원개발에 있어서 지역자원의 참여와 협력기제로서 협의회를 어떻게 하면 작동가능한 기제로 구상할 것인가에 대한 탐색적 시도이다. 이러한 물음에 대한 해답을 찾기 위해 인적자원개발추진체계를 국가, 광역, 기초단위까지 검토하였고, 지역의 협의회와 관련한 다양한 유사기제들을 분석하였다. 그 결과 기초단위의 평생학습체제를 활용하는 것과 실행능력을 확보할 수 있는 협의회기능요건들을 협력이론과 정책환경분석을 통해 제시하였다.

The implementation system of human resource development policy consist of HRD council at the central government and HRD supporting center at the local government in Korea. In the era of governance, it is necessary to mobilize the collaboration and participation between multi actors in the pursuit of designing the system of HRD policy implementation which is reflected from local context. Therefor this paper, as one of exploration studies, attempts to design the collaboration device in the field of HRD at the local level. this is local council of HRD. In addition to the building local HRD council, this paper suggests that the system of lifelong learning is very useful as HRD system and some considerations to get a feasibility of HRD council at the municipality level.
