행정조직 내 권위주의 문화에 대한 연구는 행정혁신뿐만 아니라, 정부조직의 생산성 개선 관점에서 매우 중요한 의미를 지니고 있기 때문에 면밀하고도 체계적인 접근이 필요하다. 이에 본 연구에서는 중앙정부 4개 부처(경찰청, 문화관광부, 노동부, 행정자치부)를 대상으로 권위주의 문화수준에 대한 실증적 분석과 권위주의 문화에 조직구성원행태, 조직구조, 조직환경 요인이 어느 정도의 영향을 미치는지를 확인하였다. 분석결과를 보면, 첫째, 조직구성원 행태와 조직구조에서 4개 부처간 권위주의 문화수준에는 차이가 없는 것으로 나타난 반면, 조직환경에 있어서 4개 부처간 권위주의 문화수준에는 차이가 있는 것으로 확인되었다. 둘째, 직급에 있어서는 평가영역별로 권위주의 문화수준 간에 차이가 있는 것으로 나타났다. 셋째, 권위주의 문화 형성에 조직환경과 조직구조의 순으로 영향을 미치고 있는 것으로 나타났다. 따라서 중앙정부 부처의 권위주의 문화를 청산하기 위해서는 권위주의 문화의 발생원인에 대한 순환적 인과관계[조직구성원 행태↔조직구조↔조직환경, 개인↔집단(부서)↔조직(부처)]에 초점을 둔 사고전략이 필요하다.


The purpose of this study is to investigate the influence of organizational structure, organizational member behavior and organizational environment on the level of authoritarian culture of central government in Korea. The data of this study was gathered from four government agencies(National Police Agency, Ministry of Culture&Tourism, Ministry of Labor, and Ministry of Government administration and Home Affairs). The policy implications based on the analytical results are as follows. First, in terms of the level of authoritarian culture, there was statistically meaningful differences among the government agencies. Second, in terms of the job position, there was statistically meaningful differences among organizational structure, organizational member behavior and the organizational environment. In this regard, in order to mitigate the level of authoritarian culture of the government agencies this study suggests to adopt more strategic approach, considering the job characteristics of each agency, organizational structure, organizational behavior, and the organizational environment.
