본 연구의 목적은 2005년 67개 복지업무의 지방이양 추진과정에서 나타난 문제점을 분석하고, 이에 대한 개선방안을 모색하는데 있다. 이를 위해 먼저 선행연구를 통해 지방분권화가 복지행정에 미치는 영향과 복지업무를 둘러싼 중앙정부와 지방정부간 기능배분 문제를 살펴봄으로서 복지업무 지방이양의 필요성과 적절성에 대한 이론적 논의를 한다. 다음으로 2005년과 2006년 추진된 복지업무의 지방이양 과정에서 나타난 제반문제점을 분권시기와 절차, 분권교부세 등 재정지원방식, 이양사무의 성격, 전달체계상의 문제점을 중심으로 살펴본다. 마지막으로 향후 지방이양사업의 개선을 위해 지방자치단체의 재정여건에 따른 차등지원제나 복지교부세 신설 등의 구체적이고 현실적인 정책대안 검토를 제안하고자 한다.
The aims of this study are to analyze the problems in the process of local devolution of 67 social welfare works in 2005 and to suggest how to improve them. For this purpose, the first, the impacts of local devolution on the social welfare administration and the appropriate allocation of welfare works between central government and local government are theoretically discussed through the examination of established studies. The second, several problems like as the time schedule and procedure of local devolution and the grants-in-aid for decentralization, characters of devolution works, service delivery systems etc. are investigated. Finally, this study suggests that specific and feasible policy alternatives including the adaption of grade financial-support system depending on financial capacity of local government and new establishment of welfare grants-in-aid should be considered for improvement of local devolution works.
