이 연구는 지방자치 실시 이후 꾸준히 주목받아 온 주민참여를 로컬 거버넌스와 지역공동체 형성 차원에서 접근한 것이다. 주민참여의 순기능과 역기능을 살펴보고, 지방정부와 지역공동체간의 협동을 통한 지속적 성장과 역량강화를 위한 중요한 요건으로서의 주민참여를 새로운 차원에서 논의하고 있다. 즉, 협의의 주민참여가 갖는 형식성과 개별성을 벗어나 그 기능을 확대시켜 어떻게 주민참여를 지방정부의 기능뿐만 아니라 지역사회 활성화로 확대시킬 것인가에 주목하였다. 이 연구에서는 일본의 주민참가 전개과정과 제도화 사례를 대상으로 그 성과와 한계, 쟁점을 중심으로 살펴보고, 한국 상황과의 비교를 통해 거시적 차원에서 주민참여 활성화와 제도 구축을 위한 정책적 제안을 시도했다. 사례분석은 크게 다음의 3가지 측면에서 접근하고 있는데, 지방자치와 주민참여를 둘러싼 환경적 측면과 참여가 이루어지는 구체적인 방식과 프로세스, 다양한 지역구성원들간의 협동과 네트워크를 촉진하는 전략적 측면이다. 이것은 각각 ① 지방자치와 지방분권 전개과정에서의 주민참여 논의, ② 참여방식과 제도화 현황 및 유형, ③ 주민참여활성화를 위한 촉진전략과 법적․제도적 장치에 관한 내용들로 분석되었다. ‘학습’과 ‘기회’를 통해 지속적으로 성장․발전하는 주민참여 시스템의 구축을 통하여 참여의 정당성과 민주성, 실효성을 확보하고 궁극적으로 주민이 중심이 된 지방자치의 실천이 모색될 수 있을 것으로 기대된다.
