본 연구는 사회과학 전반에 걸쳐 확산되어 있는 거버넌스에 대한 논의 중 국내적 수준의 거버넌스에 대한 문헌연구를 통하여 기존 연구의 동향을 분석하고 현재 진행되고 있는 거버넌스 연구의 쟁점을 비판적으로 검토한 것이다. 거버넌스는 정치, 경제, 사회분야에 있어서 탈산업사회, 탈근대적 변화로 조정, 조종, 조절을 통한 새로운 질서를 형성할 수 있는 국정운영의 새로운 방식으로 등장했다. 1990년 말부터 점화된 거버넌스 연구는 양적, 질적 측면에서의 확산기를 거쳐 내재화기에 접어들면서 많은 연구 성과를 거두고 있다. 그러나 거버넌스 내에 존재하는 정치적 권력의 문제는 오늘날 거버넌스가 시장의 실패나 국가의 실패에 효과적으로 대응하기 위한 대안으로 간주되고 있음에도 불구하고 거버넌스 메커니즘이 시장이나 위계적 권력을 대체하여 위기를 넘어서는 것이 아니라 거버넌스 자체가 실패로 귀결될 가능성 또한 상존하고 있다는 이유가 될 것이다. 따라서 거버넌스 연구에 있어서 신자유주의자나 제도주의자와 같이 낙관적이고 이상적인 관점에서 바라볼 것이 아니라 거버넌스를 비판적으로 조망하면서 거버넌스의 한계를 극복하기 위한 방안이 논의 되어야 한다.

This study aims to review current issues on governance in Korea through analyzing the trends of prior study. Governance became a new way of administration to form a new order, to make change in the fields of politics, economy and society through coordination, control and regulation. Since governance study had begun in late 1990s, it made abundant outcome in terms of quantity and quality. However, being regarded an efficient solution to deal with government failure or market failure, the political power existing inside of governance mechanism cannot be replaced with market or the order power, and also governance itself always has the possibility of failure. Hence, in the governance study, more critical reviewing and analyzing shall be applied rather than optimistic and idealistic viewpoint such as neo-liberalist to carry over the limitation of governance.
