도시의 발전과 더불어 원래 도시의 삶의 중심지였던 원도심은 지역경제의 쇠퇴 및 기반의 상실, 원도심의 노후화로 인한 도심의 매력저하, 그리고 이와 더불어 원도심으로서의 사회·문화적 응집력의 상실 등 수많은 문제점을 낳고 있다. 이러한 원도심의 문제를 해결하기 위해, 저밀도의 즉흥적 개발, 창조도시, 도시재생, 도심재생 등의 다양한 활성화 전략 등 수많은 연구들이 있어 왔으나 이러한 연구들은 원도심을 해석하고 재맥락화하기 보다는 낡은 흔적들을 없애는데 급급한 경향이 있어왔다. 본 연구에서는 원도심의 단기적, 즉흥적 활성화가 아닌 지속가능한 발전을 위한 전략을 제시하고자 한다. 이를 위해 포천의 원도심을 사례로 하여 원도심 쇠퇴의 원인을 물리적, 사회적, 경제적, 그리고 제도적 환경에 따라 분석하고, 이러한 분석을 토대로 SWOT 분석을 통한 포천시의 문제점과 내․외재적인 강점을 식별하고 이를 충분히 반영할 수 있는 전략을 제시하고 하였다. 본 연구에서는 포천 원도심의 활성화를 위해서는 친 환경적 전략, 역사․문화적 전략, 공공공간의 이용 전략, 공공기관 중심 전략 및 차별화된 경제구조의 구축 등을 제시하고, 이의 추진체계로서 문제 조정기재로서의 거버넌스를 제시하고 있다. 결론적으로 원도심의 활성화는 물리적, 사회적, 경제적, 그리고 제도적인 도시의 특성에 따른 전략을 제시할 때, 지속가능한 원도심의 발전을 기약할 수 있을 것이다.
Accompanied with urban development, inner cities have faced various problems such as lost of economic strength and bases, and decrease of urban attractiveness and social․cultural cohesiveness. To address those problems, many scholars have provided theoretical resolutions like low density development, innovative cities, urban revitalization and inner city revitalization. However, these approaches were not the one that reinterpret and re-contextualize inner city problems, rather tended to remove old images from cities hastily. This study tries to provide some strategies for sustainable development rather than temporary and short-term ones. To do that, using the inner city of Pocheon as a case, we analyze the causes of degradation of the inner city in terms of physical, social, economic, and institutional environments of the city. Based upon the analysis, SWOT test has been implemented to identify strengths and weaknesses of the inner city and to provide appropriate strategies for revitalization. The results indicate various strategies may be available to the inner city of Pocheon such as pro-environmental, historical․cultural, public space, public organization centered, differentiated economic base, and finally problem solving governance as an organizational system. In conclusion, when cities use differentiated strategies depending on cities' physical, social, economic, and institutional characteristics, cities can be revitalized sustainably.
