그간 어촌에서 수행된 각종 지역개발사업은 ‘어촌주민=어업인=어촌계원’으로 등치시키는인식 아래에서 어촌계원을 중심으로 보는 경향이 강하다. 그러나 어촌은 농업 등 다양한직업을 갖는 사람들이 존재하는 곳으로 다수의 비어촌계원이 공존하는 곳이다. 주민모두를 대상으로 생활환경개선, 소득수준 향상 등을 도모하기 위해 추진된 권역단위지역개발사업 효과는 이들 모두에게 고르게 돌아가야 한다. 뿐만 아니라 농어촌 지역개발사업에 활용되는 중심자원이 지역에 배태된 사회문화적 자원이라는 점에서 마을 내모든 주민에게 참여기회와 효과가 고르게 돌아가야 한다. 그러나 어촌주민은 곧 어촌계원으로 보는 인식이 강하여 그간 어촌지역에서 권역단위 지역개발사업 추진과 관련하여 비어촌계원을 포함한 주민협력 실태에 대한 연구는 찾아보기 어려우며, 각종 현장을통해 볼 때, 사업추진의 중심적 역할은 어촌계원에 의해 주도되고, 비어촌계원은 사업추진을 위한 보조적 역할수행정도에 위치하고 있는 실정에 있다. 본고는 위와 같은 배경하에 비어촌계원을 포함하여 농어촌개발사업에 대한 주민협력실태를 살펴보는 것을 목적으로 하였다. 분석결과 어촌지역에서 수행된 지역개발사업의주도적 역할과 사업추진을 위한 과정에서 어촌계의 중심적 역할수행을 확인할 수 있었고,어촌개발사업 추진을 위한 기대요인과 현재 만족수준에 영향을 미치는 요인은 어촌계원에게는 소득수준부문이나, 비어촌계원은 이와 같은 요소를 찾아볼 수 없었다. 이러한 결과는 어촌지역에서 수행된 지역개발사업과 공동어장 등의 활용을 통한 체험관광 등의 사업추진과 소득기회가 주로 어촌계에 제공되어 비어촌계원에게 제공되는효과가 낮았던 것으로 보이며, 향후 일반농산어촌지역개발사업에서 주민에 의한 사업내용선정과 추진과정에서 어촌계를 중심으로 한 사업추진 경향이 더욱 강해질 가능성이있어 마을 내 비어촌계원에 대한 고려가 필요하다.
This article aims to analyse collaboration status on the rural development project followed by residents in rural fishing area seeking to influence on Eochongye of a strong sense of community. As Eochongye is the main agent of public waters management in rural fishing area,The residents belong Eochongye share with fishing ground and have exclusive license using fishing ground. For such a reason The people belong Eochongye has a strong sense of belonging. There is a possible that this factor was affected on promoting Eochongye-oriented development project. therefore this article attempt to clarify to Eochongye influence over development project with the residents' the satisfaction and participation. In order to look for the actual conditions in rural fishing village it was investigated in the 100Eochongye. The data used in the analysis is 577 questionnaires. Analysis showed that leading role on the project was Eochongye and after the project is complected, especially in the early stages of planning this tendency is strong, in addition to the residents belong to Eochongye was higher than non-Eochongye at ratio to participate in the operating program. At the most of satisfaction fields, the people belong to Eochongye is higher than non-Eochongye. while the main factor affecting the Eochongye is a improving income levels,non-Eochongye is affected by the non-economic drivers. Development project in rural fishing villages was centered upon Eochongye in this respect. Presenting to improve the unfair, All people in rural fishing area should carry forward the project, and for the sake of helping unfavorable the residents to compose the matching-funds, it is needed to support funds of non-Eochongye and improve the exclusivity of Eochongye.
