본 연구는 전라남도 동부지역에 위치한 3개 기초단체 대상으로 한 설문조사를 바탕으로 이익, 제도, 이념 등에 초점을 두고 주민참여에 영향을 주는 요인을 탐색하였다. 그 결과 이익, 제도, 이념 등은 주민참여에 영향을 주는 요인으로 나타났다. 다만 참여유형에 따라 영향요인은 상이한 것으로 밝혀졌다. 즉 이익은 공직자 접촉에서 유의미한영향요인이며, 이념 중에서 보수적 이념도 공직자 접촉에서 정(+)의 유의미한 영향을미치는 것으로 나타났다. 제도이해라는 요인은 지역공동체 참여, 항의행동, 지자체행정에대한 주관적 참여도에서 유의미한 영향요인으로 확인되었다. 또한 신뢰요인도 제도이해요인과 더불어 비교적 일관된 영향요인에 해당한다. 분석결과로부터 유추할 수 있는정책적 시사점으로는 주민참여를 활성화시키기 위해서는 주민참여관련 제도에 대한 주민이해도를 높이는 노력제고, 이웃 및 정부에 대한 신뢰제고, 그리고 각종 위원회에 다양한계층의 주민참여를 확대하는 것을 들 수 있다.


The purpose of this study is to examine the impact factors of citizen participation in localgovernments by focusing primarily on interest, institutions, and ideology. To this end, this studyconducted survey for local residents of Yeosu, Sunchon, Gwangyang. As a result, interest,institutions, and ideology as factors have impact on citizen participation. However, it is foundout that affecting factors are varying according to the type of involvement. That is, interest is astatistically significant factor in citizen-initiated official contact. Conservative ideology also showedpositive impact on it. Understandings of participation institution as well as trust are consistentaffecting factors for local community participation, protest actions, subjective awareness ofparticipation. The suggestions can be inferred from the analysis as follows: it is necessary todiffuse knowledge and information about institutions for citizen participation, to enhance trust forneighbors and governments, and to diversify committees members of local governments in orderto promote citizen participation.
