최근 다양한 학문 영역에서 공공성에 대한 많은 논의들이 이루어져왔다. 특히 행정학에서도 신공공관리론의 대두에 따른 행정에서의 공공성에 대한 논의가 많은 관심을 받아왔다. 그러나 공공성은 다양한 개념을 내포하고 있으며 복잡한 내용을 포함한다. 본 연구에서는 공공성에 대한 기존의 논의를 살펴보고 공공성에 대한 개념을 제시하는데 일차적인 목적을 둔다. 그리고 본 연구에서 제시한 공공성에 대한 개념을 통하여 최근 대두된 행정에서의 공공성의 위기라는 문제를 이해해보고자 한다. 마지막으로 공공서비스의 전달체계를 바탕으로 행정에서의 공공성이 어떻게 이해될 수 있는지 살펴보고자 한다.
Recently, there has been a lot of discussion about publicness in various academic fields. In particular, public administration has experienced an animated discussion about publicness because of problems of New Public Management. However, publicness has various concepts and a broad range of contents, which leads to unconsented definition for publicness in public administration. Therefore, this study aims to define publicness with regard to formal and substantial aspects. Specifically, this study uses public service delivery modes to understand publicness.
