이 연구는 우리나라 최대 해항도시(海港都市)인 부산을 중심으로 해양산업의 주요 현황과 실태, 해양일자리 창출의 성과를 진단해 보고, 이를 통해 미래 해양산업의 발전에 대한 제언을 하고자 한다. 21세기 ‘해양경제(Marine Economy)’의 핵심화두인 ‘해양산업(Marine Industries)’의 부흥은 곧 ‘해항도시(Seaport city)’ 발전의 필요조건이라고 해도 과언이 아니다. 지금 해양산업은 미래 고부가가치 산업이면서 핵심적 성장동력의 하나로 각광받고 있으며, 그 중심에는 많은 인구와 자본, 바다와 항만을 가진 주요해항도시가 자리하고 있다. 특히 부산은 현재 해양경제와 해양산업이 도시경제의 주축을 담당하고 우리나라 제1의 항만, 대한민국 해양수도의 위상을 지향하는 데 비해 지역경기 침체와 일자리 창출이 가장 이슈가 되고 있는 ‘두 얼굴의 도시’이기도 하다. 그러나 해양산업의 전국적인 비중으로 보면 국내 어느 지역보다도 부산이 포함된 동남권역이 중앙정부에 의해 세계적인 해양관련 산업의 중심지로 육성될 것으로 예측된다. 이 연구는 우리나라 현직 대통령과 부산시장의 최우선 공약이기도 한 ‘일자리 창출’과 관련하여, 해항도시 경제구조의 핵심이면서 직종도 다양한 해양산업의 연계가능성을 타진하였다. 해양산업의 일자리창출은 여러 산업 중에서 한 특정 분야의 효과라기보다는, 고부가가치의 상품으로 전화되는 전방위적 성격과 미래 성장동력 창출의 돌파구 역할을 할 수 있기 때문이다. 결론적으로 이 연구는 해항도시 부산에서해양산업의 지속가능한 발전과 해양일자리 창출을 위해 해양기업의 활동에 장애가 되는 규제의 개선, 해양･수산분야 유망산업의 육성, 국가와 지방의 협업을 통한 성장 장애요인의 해소, 저성장 업종의 신규 진입을 위한 성장사다리 구축, 민･관의 거버넌스를 통한 지속가능하고 경쟁력 있는 수평적 해양산업생태계의 조성 등을 제안하였다. 또한 이러한 연구결과는 우리나라 부산과 비슷한 처지에 놓인 다른 해항도시들의 해양산업, 지역발전 방향에 대해서도 중요한 시사점을 주었다.
The purpose of this study was to examine the effect of marine industries on job creation and regional economy in Busan. The study analyzes the effects of the various projects related to marine industries development policy in Busan and answers the question of how to link the effects to development of ocean related industries as well as the economic activation of Busan area. marine industries means various productive activities that develop, use and protect the ocean. Also included are new economic activities that realizes sustainable developments in the inter-relation with the Ocean. Busan, the largest seaport city in South Korea has faced a few strong challenges, among them is the issue of jobless growth. The economic growth rate has been on a gradual decline, and the employment rate has been hovering for the past decade. Also, the economic structure of Busan which focused on export and manufacturing has weakened the ability to create jobs. The low productivity of small and medium-sized enterprises and marine industries, which are responsible for most of the jobs created. To maximize the above positive effects of Busan marine industries, this study emphasized several strategic alternatives and future strategic options of job creation for Busan and other seaport cities.
