본 연구는 전남지역을 대상으로 교육지원청 발족과 관련한 실태 및 만족도 조사를 통해서 향후 교육지원청 기능과 역할재정립에 관한 개선방안을 도출하고자 하였다. 분석결과 개편현황에 대해 긍정적 평가가 많았으나 교육청과 일선학교간의 인식차이가 크며 특히 교육지원청은 일선학교에 비해 덜 긍정적 혹은 부정적 인식을 나타낸 항목이 적지 않았다. 이 같은 분석결과를 바탕으로 본 연구는 지역교육지원청의 역할 재정립 방안으로 첫째, 역량을 갖춘 지역교육지원청에 대한 우선 권한이양방식의 도입과 고등학교 관리기능의 이양실시, 둘째, 일선학교의 수요를 반영하여 지역 교육지원청의 단위학교에 대한 교육과정 지원 확대 및 교육복지기능의 확대추진, 셋째, 전남지역의 특성을 고려한 차별화된 학교운영 및 교육활동이 가능하도록 지역교육지원청이 해당지역 자치단체, 시민사회, 학부모등 지역사회 교육협력체계의 구심적 역할을 수행하도록 하는 것을 제시하였다.
The purpose of this study is to present functional improvements and redefine the role of local education offices based on survey analysis results relating to newly introduced office of education support (OES) system in jeollanamado area. The survey results indicate positive evaluations on changes of OES's organizational functions at large. But, there were also many differences in perception between school professions and local education authorities members. In particular, OES members show a less positive or negative perception to the survey than school professions and provincial office members. For enhancing OES presence, this study's suggestions are as follow: First, it should be considered that priority empowerment from provincial office to OES which have capabilities. Second, to cope with obvious demands of the school professions, educational welfare and curricular support functions of OES should be strengthened. Third, OES should play a central role more actively in establishing a cooperative mechanism among regional education stakeholders so that may develop curriculum reflecting jeollanamdo province's characteristics
